AIR QUALITY PERMIT NOTICE Notice of Application Notice is given that Black Castle Mining Company, LLC has applied to the West Virginia Department of Environmental Protection, Division of Air Quality, for a General Permit Registration for a stand-alone coal crushing and screening system for a surface mine facility located at 241 Burnside Branch Road near Peytona in Boone County, West Virginia. The location coordinates for the facility are: latitude 38.041667 and longitude -81.707500. The applicant estimates the potential to discharge the following Regulated Air Pollutants from operations will be: Controlled particulate matter emissions of 702 tons per year (TPY), of which 642 TPY are fugitive; controlled particulate matter less than 10 micron emissions of 218 TPY, of which 190 TPY are fugitive. The potential to discharge criteria pollutants from the burning of diesel fuel are estimated to be: NOx 8.23471 tons per year; CO 10.88723 tons per year; SOx 3.45692 tons per year; PM10 0.41274 tons per year; VOC 0.52654 tons per year. The total hazardous air pollutants from the burning of diesel fuel are estimated to be 0.048 TPY. Startup of operation is planned to begin upon permit approval. Written comments will be received by the West Virginia Department of Environmental Protection, Division of Air Quality, 601 57th Street, SE, Charleston, WV 25304, for at least 30 calendar days from the date of publication of this notice.
