REQUEST FOR ARCHITECT/ ENGINEER STATEMENT OF QUALIFICATIONS Pursuant to West Virginia Code 5G-1-3, the Mingo County Board of Education will be selecting a qualified firm to provide architectural and engineering services through this qualifications-based selection process. 1. Mingo County’s current ten-year Comprehensive Educational Facilities Plan (CEFP) runs through 2030. The administration seeks to hire a qualified architectural firm to review their current plan to amend and update to better serve Mingo County Schools facility needs. The selected firm will also assist the county with submitting the amended CEFP to the WV Department of Education for approval and assist with submitting projects to the School Building Authority of WV for funding. As funding becomes available the selected firm will be the architect of record for all the projects listed in the CEFP, services toward fulfillment of building and ground renovations, any emergency projects due to water, fire and weather additions and upgrades, and other facility projects. This commitment will be re-evaluated on an annual basis but could be for a period up to three (3) years for county-funded projects, FEMA involved projects and SBA funded projects not listed, to be advertised upon funding. Architects are invited to submit four copies of an expression of interest, including a statement of qualifications, experience, and personnel assigned to the project. The outside of the envelope should be clearly marked: “Mingo County Board of Education – Statement of Qualification for Architectural/Engineering Design Services.” Submittals should be addresses to: Mingo County Schools Beth Daniels, Treasurer 110 Cinderella Road Williamson, WV 25661 Responding firms will be evaluated and ranked in order of their qualifications. Three firms will be shortlisted and interviewed. Following the evaluation, the Board of Education will enter contract negotiations with the most highly qualified firm. If the Board of Education is unable to reach agreement with the highest rated firm, the board will then begin negotiation with the second highest rated firm and so forth.
