NOTICE OF PROPOSED SCHOOL CLOSURES, CONSOLIDATIONS, AND PUBLIC HEARINGS WAYNE COUNTY BOARD OF EDUCATION Notice is hereby given that the Wayne County Board of Education (“Board”), pursuant to W. Va. Code 18-5-13a and WVBE Policy 6204, will hold public hearings regarding the proposed closure or consolidation of Dunlow Elementary School and Genoa Elementary School and the reassignment in the event of closure of students to Crum PK-8, East Lynn Elementary School, and Wayne Elementary School; in the event of consolidation students will be reassigned to the selected site (Dunlow Elementary or Genoa Elementary). All actions begin in the 2026-2027 school year (or as otherwise specified in the Board’s closure order). Public hearings will be conducted as follows: Tuesday, January 20, 2026 6:00 p.m. – Dunlow Elementary School Location: Dunlow Elementary School, Dunlow, West Virginia Wednesday, January 21, 2026 5:00 p.m. – Crum PK-8 (Receiving School) Location: Crum PK-8, Crum, West Virginia Thursday, January 22, 2026 6:00 p.m. – Genoa Elementary School Location: Genoa Elementary School, Genoa, West Virginia Friday, January 23, 2026 5:00 p.m. – East Lynn Elementary School (Receiving School) Location: East Lynn Elementary School, East Lynn, West Virginia 7:00 p.m. – Wayne Elementary School (Receiving School) Location: Wayne Elementary School, Wayne, West Virginia Proposed action of the Board: Close Dunlow Elementary School and Genoa Elementary School and reassign their students to Crum PK-8, East Lynn Elementary School, and Wayne Elementary School as designated receiving schools; or Consolidate Dunlow Elementary School and Genoa Elementary School at one of the two existing sites. A written Impact Statement and supporting data, prepared in accordance with WVBE Policy 6204, are available for public inspection in the office of the Superintendent of Wayne County Schools during regular business hours during the 30 days preceding the date of the first public hearing, and on the District’s website at www.wayneschoolswv.org. Copies have been provided to the principals and Local School Improvement Council (LSIC) chairs of all affected schools. Location Capacity Statement (Policy 6204 3.3.b): Please be advised that the location of any hearing is subject to change if, at the time the hearing is called to order, it is determined that the meeting location is of insufficient size to accommodate all those who desire to attend. In such event, the hearing will be recessed and reconvened at a facility of sufficient size, and the new location will be posted at the original meeting site in accordance with Policy 6204. Alternate Date Statement (Policy 6204 3.3.c): If any hearing requires additional time to receive public comment, or if a hearing cannot be held on the scheduled date due to inclement weather or other factors beyond the control of the Board, the hearing may be recessed and reconvened on Monday, January 26, 2026, at the same time and at the same location or another facility of sufficient size within Wayne County to be announced and posted in accordance with Policy 6204. Written Submissions Deadline (Policy 6204 3.3.d): Written statements and materials regarding the proposed school closures and consolidations may be submitted to the Wayne County Board of Education for review. All written submissions to be considered by the Board must be received no later than 7:30 p.m. / the end of the public hearing on Friday, January 23, 2026. Written comments may be: Delivered in person at any of the public hearings prior to adjournment; or Delivered to the Wayne County Board of Education Office during regular business hours on or before the above deadline. Posting of Notice (Policy 6204 3.3.e): A copy of this notice shall be posted at all schools, bus garages, and maintenance areas in Wayne County, in conspicuous working areas for all professional and service personnel to observe, at least 30 days prior to the date of the first hearing. Members of the public are encouraged to attend the hearings, submit oral and written statements, and present testimony concerning this proposed action.
