NOTICE OF PUBLIC HEARING CITY OF KENOVA Notice is hereby given that the City of Kenova, West Virginia, a municipal corporation, will have a public hearing preceding a second and final vote on the proposed Ordinance, the object of which is to amend “Section 6.6 Competitive Bidding” of the Charter of the City of Kenova to increase the amount required for competitive bidding for the purchase of or contract for supplies, materials, equipment, or services to Five Thousand Dollars. Any qualified voter or freeholder of the City of Kenova may appear and file objections, in writing, and if no objections are filed, the amendment to the City Charter shall be come operative and effective ten days after said public hearing; The public hearing and final vote on the proposed Ordinance, set forth below, shall take place in the Council Chambers of the City of Kenova, located at 1501 Pine Street, Kenova, West Virginia 25530, on May 21, 2026, at six thirty (6:30) p.m. Copies of the proposed ordinance are available at the Office of the Clerk, Kenova Municipal Building, 1008 Oak Street, Kenova, West Virginia 25530. AN ORDINANCE AMENDING SECTION 6.6 OF THE CHARTER OF THE CITY OF KENOVA, WEST VIRGINIA. PURSUANT TO LAWFUL AUTHORITY VESTED IN THE MUNICIPALITY KNOWN AS “THE CITY OF KENOVA,” BE IT ORDAINED AND ENACTED BY THE COUNCIL OF THE CITY OF KENOVA: SECTION 6.6 COMPETITIVE BIDDING WHEREAS, the City Council of Kenova, West Virginia, has determined that amending the Charter of the City of Kenova, West Virginia, is necessary to efficiently and properly operate the City government; WHEREAS, the monetary amounts contained in said Section 6.6 have not been updated for inflation and create delay and inefficiencies in operations of the City of Kenova: WHEREAS, on the 21st day of May, 2026 at 6:30 p.m., at the Kenova City Hall, 1501 Pine Street, Kenova, West Virginia, the following proposed amendment to the City Charter of Kenova, West Virginia, will be considered at public hearing by this governing body, further, that any qualified voter or freeholder of the City of Kenova may appear and file objections, in writing, and that if no objections are filed, the amendment to the City Charter contained herein shall be come operative and effective ten days after said public hearing; THEREFORE, the City Council of Kenova, West Virginia, does hereby propose the following amendment to the Charter of the City of Kenova, West Virginia. SECTION 6.6 COMPETITIVE BIDDING Before any employee or any elected or appointed officer of the City shall make any purchase of or contract for supplies, materials, equipment or services for more than five thousand dollars, he or she shall give ample opportunity for competitive bidding or quotations by qualified vendors under such rules and regulations as Council shall prescribe; provided, however, Council shall not exempt any contract, purchase, or sale of more than five thousand dollars from the requirement of competitive bidding.
