No.: WV0023159 Applicant: HUNTINGTON, CITY OF 555 SEVENTH AVENUE HUNTINGTON, WV 25701 Location: HUNTINGTON, WAYNE COUNTY Latitude: 38:24:04 Longitude: 82:31:44 Receiving Stream: OHIO RIVER Activity: To operate and maintain an existing combined sewer wastewater collection system and an existing 17.0 million gallons per day wastewater treatment plant. These facilities are to serve a population equivalent of approximately 90,000 persons in the City of Huntington, City of Kenova, Town of Ceredo, Northern Wayne County Public Service District, Spring Valley Public Service District, the Ohio River service area of the Pea Ridge Public Service District, and environs, and discharge treated wastewater through Outlet 001 to the Ohio River at Mile Point 313.2. An antidegradation review has been conducted. Tier 1 protection is provided for the uses specified in Title 47, Series 2, Section 6 for Outlet 001. The facility also contains 22 combined sewer system overflow relief points which discharge during wet weather events when the hydraulic capacity of the wastewater treatment plant is exceeded through Combined Sewer Overflow Outlets C002 to Krout Creek of Twelvepole Creek of the Ohio River; C003, C004, C005, C006, C007, C008, C009, C010, C011, C012, C013, C014, C015, C020, and C021 to the Ohio River; C022 to Fourpole Creek of the Ohio River; C016, C017, and C019 to the Guyandotte River of the Ohio River, and C018 and C018A to Pat’s Branch of the Guyandotte River. Tier 1 protection shall be afforded for the uses specified in Title 47, Series 2 for the Combined Sewer Overflow Outlets through implementation of the facility’s long-term control plan. To operate and maintain disposal systems and best management practices for the discharge of untreated storm water runoff through Outlet 003 to the Ohio River at Mile Point 306.6. To implement a Publicly Owned Treatment Works Pretreatment Program. Also, to incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules for the processing and disposal of sewage sludge generated by the wastewater treatment plant. Sewage sludge generated and/or processed at the permittee’s facility shall be disposed of at a sanitary landfill by placing the sewage sludge in the landfill cell. Compliance shall also be attained in accordance with the provisions of Compliance Orders 8753 and 9066, and any amendments, thereto. On the basis of review of the application, the “Water Pollution Control Act (Chapter 22, Article 11-8(a)),” and the “West Virginia Legislative Rules,” the State of West Virginia will act on the above application.
