LEGAL NOTICE Request for Statements of Qualifications for Broadband Consulting Services The Taylor County Commission in West Virginia is in the process of selecting a consultant to provide design and project management services of construction pertaining to a Taylor County Broadband Expansion Project. The project will provide broadband and internet service to residents in the southwest portion of the county that is identified as US Housing and Urban Development, Community Development Block Grant (CDBG) eligible area. This project will serve households to provide broadband/internet service at a level of 25 Mbps download speed and 3 Mbps upload speed. All materials, maps, reports and data generated through this project shall remain the property of the Taylor County Commission. Data will also be provided to the State of West Virginia, West Virginia Broadband Enhancement Council, in electronic and paper format. The Taylor County Commission will provide: the location of communications towers in the project area; access to GIS data; including maps showing telecommunications assets as reported to the State Office of GIS Coordination; Fiber Locator data; and internet speed test data as reported by the West Virginia Speed Test Portal via the West Virginia Broadband Enhancement Council. The selected consultant shall be retained throughout all stages of the project, including design and project management services of construction. All consultants interested in being considered for this project must submit a proposal detailing qualifications, technical expertise, management and staffing capabilities, and related prior experience. The Consultant selection process shall be in compliance with the WV Code 5G. Interested firms must submit one (1) original, five (5) hard copies, and one (1) digital format submission of all requested information to: Taylor County Commission, c/o Region VI Planning and Development Council, 34 Mountain Park Drive, White Hall, WV 26554, Attention: Seth DeVault, Project Administrator, no later than Monday, April 6, 2020 at 3:30 p.m. Please direct any questions in writing to Seth DeVault at [email protected]. It is the responsibility of the respondent to ensure the receipt of the proposal by the date and time specified. No allowance will be made for postmark or error in delivery to an incorrect address. Attention is directed to the fact that this project is funded through a CDBG grant, under HUD regulations for Construction of Public Improvements, 24 CFR 570.201-204.The selected firm will be required to comply with Title VI of the Civil Rights Act of 1964, Executive Order 11246, Section 109 of the Housing and Urban Development Act of 1974, Section 3 of the Housing and Urban Development Act of 1968, Conflict of Interest Statement and Access to Records provisions and all other requirements as related to HUD-funded projects. The project will be implemented by a local project management team. Additional resources may be obtained through the West Virginia Broadband Enhancement Council and the State Office of GIS Coordination. The team will provide oversight and direction to the consulting firm selected. All work will be performed in accordance with the regulations issued by the previously referenced agencies and the State of West Virginia appertaining hereto.
