INVITATION TO BID CWVRAA Yeager Airport NOTICE IS HEREBY GIVEN, that the CWVRAA will receive proposals for Runway 5-23 Rehabilitation: Package 1 until 11:00 AM on April 16, 2020. The proposals will be publicly opened and read aloud at 11:00 AM April 16, 2020 at the Yeager Airport 100 Airport Road, Charleston, WV 25311. A Pre-Bid Meeting will be held at Yeager Airport, 100 Airport Road, Charleston, WV 25311 on March 19, 2020 at 11:00 AM with a site tour to follow. Proposal shall be presented in a sealed envelope. All required information per the contract documents must be included in the envelope. Runway 5-23 Rehabilitation: Package 1 includes: The drawings, specifications and other contract documents are on file and open to the public for inspection during normal business hours at the office of the OWNER, CWVRAA at 100 Airport Rd Suite 175 Charleston, WV 25311. The prospective Bidder is encouraged to contact Russ Kennedy for review of documents at (304) 344-8033 for information on where the documents are located within their office and any special procedures for accessing the documents. Electronic contract documents, proposal forms and drawings may be obtained from the ENGINEER through the Airport Design Consultants, Inc., SharePoint Project Web Site. All inquiries should be directed to the Project Engineer, Keith Fritz at 410-465-9600 or via email at [email protected]. Bids shall be prepared and submitted on the prescribed forms in accordance with instructions contained in the Instructions to Bidders and General Provisions (Section 20) Divisions of the Project Manual. The CWVRAA expressly reserves the right to accept or reject any or all bids or to waive any informalities in the same. Each bidder must deposit with his/her proposal a bid security in an amount equal to at least 5% (percent) of his/her Bid. Said security shall be in the form and subject to the conditions given in Section 20 of the General Provisions. No bidder may withdraw his/her bid within 120 days after the actual date of the opening thereof. Successful bidders must enter into the Agreement and furnish a Contract Bond and evidence of required insurance after notification acceptance of such proposals, all as more specifically required in the Contract Documents. Wages as predetermined by the US Secretary of Labor and included in the specifications and contract documents and/or addenda thereto shall be used by the CONTRACTOR in paying labor in connection with the work under this contract. All work under this contract shall be subject to the regulations contained in Division 8 of the Project Manual. The CWVRAA, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 USC 2000d to 2000d 4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 26, Nondiscrimination in Federally assisted programs of the Department of Transportation, issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The CWVRAA is committed to assuring that small business concerns owned and controlled by socially and Economically Disadvantaged Individuals (DBE) are included in projects it sponsors. Overall goals have been established as 5.59% for Disadvantaged Business Enterprises for the fiscal year 2020. The CWVRAA is committed to meeting this goal on all services provided, and the CONTRACTOR is expected to put every effort forward to meet the above DBE goal.
