BENEDUM AIRPORT AUTHORITY HARRISON COUNTY, WEST VIRGINIA TERMINAL AND AEROTECH PARK MASS EARTH MOVING PROJECT THRASHER PROJECT # 101-030-10018 ADVERTISEMENT FOR BIDS Sealed Bids for the construction of the Terminal and Aerotech Park Mass Earth Moving Project will be received, by the Benedum Airport Authority located at the North Central West Virginia Airport, 2000 Aviation Way, Bridgeport, Harrison County, West Virginia until 10:00 AM local time on Wednesday April 15, 2020 at which time the Bids received will be publicly opened and read. The approximate quantities of work to be bid upon are described as follows: This project consists of excavating 2,900,000 cy of unclassified material, 113 acres seeding and mulching, erosion and sediment controls, underground detention system, 10 Type G modified Inlets, 926 LF of 60″ HDPE, slip-line existing culvert and 900 LF 60″ HDPE pipe extension. The project will be constructed in two phases. The first phase will be earthmoving outside of stream and wetland areas. The second phase will begin after permits are received and includes remaining work identified in the contract documents. The Work will be substantially completed within 270 calendar days after the date when the Contract Times commence to run, and completed and ready for final payment within 300 days after the date when the Contract Times commence to run. Liquidated damages shall be $500 per day. The Issuing Office for the Bidding Documents is: The Thrasher Group, Inc., 600 White Oaks Blvd., Bridgeport, WV 26330. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 am to 5:00 pm, and may obtain copies of the Bidding Documents from the Issuing Office as described below. Complete sets of Bidding Documents may be obtained from the office of Thrasher, 600 White Oaks Boulevard, P. O. Box 940, Bridgeport, WV 26330, for the following costs: Bidding Documents issued as hard copy drawings and hard copy specifications are available for $50.00 per set. Bidding Documents issued as digital drawings and digital specifications are at no cost. Amounts paid are not subject to refund. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Envelope No. 1 must have the following information presented on the front: Name and address of Bidder Bid on Terminal and Aerotech Park Mass Earth Moving Received by the Benedum Airport Authority Envelope No. 2 labeled “Bid Proposal” shall also be placed inside of Envelope #1. Envelope No. 1 will be opened first and the Bid Opening Requirement items checked for compliance as outlined on the Bid Opening Checklist on page BOR – 1 of these contract documents. If such documents are found to be in order, Envelope No. 2 “Bid Proposal”, will then be opened and will be publicly read aloud. If the documents required to be contained in Envelope No. 1 are not in order, Envelope No. 2 “Bid Proposal” will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder. A bidder may not withdraw his bid for a period of ninety (90) days after the date set for the opening of bids. Bids shall be accompanied by a certified check or bid bond payable to Benedum Airport Authority in an amount equal to five percent (5%) of the base bid. Contractor is required to provide the Drug Free Workplace Certification in accordance with WV Code 21-1D-5. All Bidders are required to have a West Virginia Contractor’s License per Section 21-11-11 of the West Virginia Code. Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders. The Benedum Airport Authority reserves the right to reject any and all bids. A pre-bid conference will be held at 10:30 AM local time on March 25th, 2020 at the 2nd floor Conference Room of the North Central West Virginia Airport Terminal located at 2000 Aviation Way, Bridgeport, West Virginia. Attendance at the pre-bid conference is highly encouraged but is not mandatory.
