COMMISSION ORDER The Commission grants the exceptions and requires Prichard Public Service District to publish the Staff recommended rates and charges as soon as practicable. BACKGROUND On April l, 2019, Prichard Public Service District (Prichard) filed an application for a sewer rate increase and requested that it be granted an emergency rate increase of 300 percent On May 6, 2019, Commission Staff filed an Initial Joint Staff Memorandum noting that Prichard has not filed its Annual Report for the fiscal year that ended June 30, 2018 (2018 Annual Report). Staff recommended the Commission require Prichard file the 2018 Annual Report by May 31, 20I9, and modify the procedural schedule to accommodate the late filing of the 2018 Annual Report. On May 15, 2019, Prichard filed its 2018 Annual Report. On May 20, 2019, the Commission entered an Order referring this case to the Division of Administrative Law Judges (ALJ) for a decision on or before January 27. 2020, and required Staff to file its report with the Commission on or before September 9, 2019. On May 31, 2019, Staff filed a Further Joint Staff Memorandum Including Interim Rate Recommendation, recommending that the Commission approve the Staff Recommended Interim Rates, subject to refund. On June 3, 2019, the ALJ issued an Interim Recommended Decision, approving the use of emergency interim rates applicable to bills rendered on and after the date that L-90585 3/26/20
