NOTICE OF REQUEST FOR CONSULTANT SERVICES The Wood-Washington-Wirt Interstate Planning Commission (WWW) wishes to obtain transportation planning services for the following project: Twenty Year Multi-modal Long Range Transportation Plan PROJECT WILL CONSIST OF: Performing all work necessary to complete a long range transportation plan for the study area consisting of Wood County, West Virginia and portions of Washington County, Ohio including the Townships of Newport, Fearing, Muskingum, Warren, Dunham, Belpre, and Marietta. The plan will have a horizon year of 2045, and will be developed in accordance with Fixing America’s Surface Transportation (FAST) Act meeting requirements specified under 23 U.S.C. 134 (Metropolitan Planning), and 23 CFR 450.324 (Development and content of the Metropolitan Transportation Plan). Procurement of these services shall be in conformity with the applicable laws and regulations of the State of West Virginia and any applicable federal agencies. All consultants interested in being considered for this project are to submit a proposal detailing qualifications, technical expertise, management and staffing capabilities and related prior experience. The goal of the competitive procurement process is to objectively select the firm who will provide the highest quality of services at a realistic fee. Accordingly, technical qualifications and related prior experience will be weighed heavily. Selected respondents will be contacted for an interview. The scope of work and project cost will be negotiated with the selected consultant. The Wood-Washington-Wirt Interstate Planning Commission in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, herby notifies all interested parties that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit qualifications in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
