ADVERTISEMENT FOR BIDS COWEN PUBLIC SERVICE DISTRICT COWEN, WEST VIRGINIA GLADE RUN TANK REPLACEMENT Sealed Bids for the construction of the Glade Run Tank Replacement Project Contract A will be received by Cowen Public Service District, at the office located at 7017 Webster Road, Cowen, West Virginia 26206, until 2:00 PM, local time on May 28, 2020, at which time all proposals which have been submitted in accordance with the conditions of this project will be publicly opened and read aloud. The Project consists of furnishing labor and materials and performing all work set forth in the Advertisement for Bids, Information for Bidders, Bid and Bid Schedule (Form of Proposal and Unit Price Bid Form), General Conditions, Supplementary Conditions, Davis and Bacon (Federal) Prevailing Wage Rates, ARC/USDA Requirements, Specification Special Conditions, Technical Specifications and Plans (Drawings) prepared by Potesta & Associates, Inc., and all addenda issued prior to receipt of Bids. The Work to be bid upon is generally described as follows: Demolish existing 300,000-gallon Glade Run water tank. Construct 297,000-gallon water storage tank. Construct new valve vault. Other water line components. Construction time limit for the Contract is 120 consecutive calendar days to substantial completion for Base Bid work. Bids will be received for a single prime Contract. Bids shall be on a unit price basis. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 9:00 AM and 5:00 PM and may obtain copies of the Bidding Documents from the Issuing Office as described below. Contract documents may be obtained at Potesta & Associates, Inc. (POTESTA), 7012 MacCorkle Avenue, SE, Charleston, West Virginia 25304, telephone number (304) 342-1400, upon payment of $150 for each set of documents. All checks shall be made payable to Potesta & Associates, Inc. Bidding Documents also may be examined at The Contractor’s Association of WV, 2114 Kanawha Boulevard, East, Charleston, West Virginia 25311 or Cowen Public Service District, 7017 Webster Road, Cowen, West Virginia 26206. A pre-bid conference phone call will be held at 10:00 AM local time at 1-888-626-3536 Mtg No. 59775 on May 12, 2020. Attendance on the pre-bid conference call is highly encouraged but is not mandatory. Bid security shall be furnished in accordance with the Instructions to Bidders. Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders. Cowen Public Service District reserves the right to reject any and/or all bids. Prospective Bidders are advised that the contract awarded under this bid is to be funded in whole or in part by the Appalachian Regional Commission and West Virginia Infrastructure & Development Council. Bidders must comply with the President’s Executive Order Nos. 11246 and 11375, which prohibit discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, Section 3 Segregated Facilities, Section 109 and the Contract Work Hours Standard Act. Bidders must certify that they do not and will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed or national origin. Federal Law prohibits discrimination on the grounds of race, color, national origin, religion, age, handicap and sex in this project. Minority firms are particularly encouraged to participate. Bidders must comply with AIS requirements mandated by Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A Agriculture Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) mandating domestic preference, outlined in RUS Bulletin 1780-35. Bidders are required to have a West Virginia contractor’s license per Section 21-11-11 of the WV Code. USE OF MINORITY, WOMEN’S AND SMALL BUSINESS ENTERPRISES Should the Contractor intend to sublet a portion of the work on this project, it shall seek out and consider minority, women and small business enterprises as potential subcontractors. The Contractor shall contact minority, women’s and small businesses to solicit their interest, capability, and prices, and shall retain proper documentation to substantiate such contacts. The Contractor will sign and provide the Minority, Women’s and Small Business Affirmative Action Certification to Cowen PSD along with the name(s) of any subcontractor(s) it submits for approval. “Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A – Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials.
