PUBLIC NOTICE The U.S. Department of Commerce, Economic Development Administration (EDA) is considering a request for Federal assistance from Huntington Stormwater Utility to construct a Floodwall stabilization project in Huntington, Cabell County, West Virginia. Pursuant to the National Environmental Policy Act (NEPA) and the National Historic Preservation Act (NHPA), EDA is conducting an assessment of the potential of the proposed project to affect the environment and/or historic properties. Notice is hereby given that the project is proposed to be located in, or may affect, a floodplain and/or wetland as defined by Executive Order (EO) 11988 and/or EO 11990. This project will stabilize the 11th Street flood pump station and adjacent monoliths. The project will protect the flood pump station and monoliths from potential failure. This will be accomplished by the placement of micro push piers into a rock layer, which will stabilize the station and concrete monoliths. In addition, compaction grouting will be used to fill, stop and stabilize the sink hole which has caused the subsidence of the structures. The project will also remove and replace a sewer outflow pipe located at the base of the 11th Street flood pump station. Huntington will also continue a feasibility and design study for the future rerouting of the sewer and storm lines (pipes) that pass through the 11th Street and 9th Street flood pump stations to 4th street and modify 4th Street floodwall pump station and 4th street sewer pump station. This project is located at the 11th Street flood pump station, which was built in 1941. The pump station is adjacent to Harris Riverfront Park at the terminus of 11th Street in Huntington, WV.
