NOTICE OF INTENT TO SOLE SOURCE Marshall University Research Corporation intends to award a sole source contract to Qlarant for new modeling services related to the ongoing fraud detection and mitigation project. The ongoing fraud detection and mitigation project, designed to give West Virginia Department of Health Human Resources, Bureau of Medicaid Services, additional tools to identify and potentially prevent fraud in the Medicaid program, is being expanded to include an additional thirty-one (31) data models for deployment and operational use. Determination: Qlarant has been involved with the project since 2019 and is familiar with the project requirements, outcomes, and data. Marshall University Research Corporation has determined that Qlarant is uniquely qualified to satisfy the expansions requirements outlined below: Demonstrate an understanding of the administrative and policy processes associated with West Virginia Department of Health and Human Resources, Bureau of Medicaid Services systems and will work collaboratively to augment the existing Fraud Waste Abuse project modeling and analysis to improve the review, deployment, and scheduling of the developed algorithms to the existing project platform (RIViR) and to estimate the following techniques for cost savings potential for operationalized fraud, waste and abuse models: Identify the total share of Medicaid payments at-risk, determine the level of risk that will be considered actionable by Bureau of Medicaid Services, and successfully prove how the models will detect Medicaid fraud, waste and abuse through RIViR. Provide necessary secure resources, hardware, software, and services to configure modeling scenarios with visualizations for deployment into RIViR prior to the September 30, 2020 deadline. Expected to have a working knowledge of RIViR. Vendors interested that can provide equivalent modeling service to Qlarant can respond to this notice. The written response to the notice must demonstrate the vendor’s interest and capability to meet the requirements. Marshall University Research Corporation and Marshall University Office of Purchasing will evaluate and consider responses received on or before the above deadline. This notice is not a request for bid, proposals, or a solicitation. Therefore, responses of proposals, bids, or quote will not be considered.
