PUBLIC SERVICE COMMISSION OF WEST VIRGINIA CHARLESTON TARIFF FORM NO. 10 (Tariff Rule No. 19A) NOTICE OF APPLICATION TO CHANGE RATES SALT ROCK WATER PUBLIC SERVICE DISTRICT AND WEST VIRGINIA- AMERICAN WATER COMPANY CASE NO. 19-0884-PWD-PW-CN The above-referenced parties have sought approval from the West Virginia Public Service Commission for approval of a waterline extension of approximately twelve miles to serve approximately 70 new customers in the areas of Upper Toms Creek, Big Cabell Creek, Lower Heath Creek, Raccoon Creek, Cavill Creek, and the Frontage Road area of Cabell County. The project is estimated to cost approximately $3,723,350 and will be funded through a loan from the DWTRF in the amount of $2,488,000, a DWTRF Debt Forgiveness Grant in the amount of $761,280, a WVIJDC grant in the amount of $110,000, and $364,720 in participation funding from the West Virginia-American Water Company. To repay the debt and obtain service coverage of 115%, a system-wide surcharge of $1.94 per month would be imposed on all customers of Salt Rock Water Public Service District, and all West Virginia-American Water customers within the franchise area of Salt Rock, WV. Anyone desiring to protest the proposed changes must do so in writing within ten days of the date of publication of this notice. All protests should be addressed to the Executive Secretary, Public Service Commission of West Virginia, P.O. Box 812, Charleston, WV 25323. To help the Commission determine the justification for additional review and investigation, protests should be specific as to reasons that the changed rates and charges should be modified. In addition, anyone desiring a hearing in this matter must demand a hearing in the letter of protest. If no substantial protest is filed, the Staff-recommended rates may be approved without hearing.
