Notice is given that MPLX Terminals LLC has applied to the West Virginia Department of Environmental Protection, Division of Air Quality, for a permit modification for dockside emissions associated with a petroleum liquid barge loading operation located on 23rd and River Streets, in Kenova, in Wayne County, West Virginia. The latitude and longitude coordinates are: 38.4074, -82.5867 The applicant estimates the potential to discharge the following Regulated Air Pollutants will be: Volatile Organic Compounds (VOC): 143.3 ton per year (tpy) Total hazardous air pollutants (HAP): 7.5 tpy Barge loading operations have been conducted at this site since at least 1948. The potential emissions above represent a decrease over prior potential to emit because of the utilization of existing control equipment and changes to work practices and procedures. Startup of operation has already occurred. Written comments will be received by the West Virginia Department of Environmental Protection, Division of Air Quality, 601 57th Street, SE, Charleston, WV 25304, for at least 30 calendar days from the date of publication of this notice.
