REQUEST FOR ENGINEERING PROPOSALS The Boone County Community Development Corporation, a nonprofit corporation in the state of West Virginia, is in the process of obtaining proposals from consulting engineering firms interested in providing advice and services for their Indian Creek ATV Resort Abandoned Mine Lands Pilot Program Project. The project scope will include but is not limited to; boundary surveying, abandoned mine site reclamation and identification, GPS mapping, environmental document preparation, design, bidding and construction inspection for; a package sewer plant, sewer line installation, water line installation, electrical utilities relocation, general earth moving site work, AML reclamation work, permitting and mapping services. Professional services for the projects would include; (1) Construction design in accordance with all State, Federal and Local regulations that pertain to the proposed project; (2) Preparation of bidding and contracting documents;(3) Participation in the evaluation of bids received and (4) Monitoring and inspection of construction activities on a periodic basis to insure compliance with plans and specifications. The successful firm must have qualified employees able to provide or have contractual agreements with other firms to provide the following services or expertise; Civil Engineering, Surveying, Environmental Permitting, Abandoned Mine Lands Program Work (AML) and State Highway Bridge Construction. Procurement of said services shall be in accordance with Title 24 Subtitle A Part 85: Code of Federal Regulations and West Virginia Code Chapter 5G. All consultants interested in being considered for this project must submit a proposal detailing qualifications, technical expertise, management and staffing capabilities and related prior experience. The object of the competitive process is to objectively select the firm who will provide the highest quality of service. Accordingly technical qualifications and experience will be weighed heavily. Selected respondents will be interviewed and the firm judged most qualified will be selected. Proposals will be accepted until 4 PM on Friday, September 18, 2020. Attention is directed to the fact that the proposed project is to be undertaken through funding sources including but not limited to State, Federal and Local funds. The Boone County Community Development Corporation will afford full opportunity for minority business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age, handicap or national origin in the contract award.
