REQUEST FOR PROPOSALS Rustic Ravines, LLC. is soliciting proposals from consulting firms interested in providing planning, environmental and engineering services for their Abandoned Mine Lands Pilot Program project. The project scope will include but is not limited to environmental, planning, engineering and bid document preparation services. Professional services for the projects would include; (1) preparation of NEPA compliance documents, (2) Preparation of engineering and bidding and contracting documents (if necessary); (3) Participation in the evaluation of bids received (if necessary) and (4) Monitoring and inspection of construction activities on a periodic basis to insure compliance with plans and specifications (if necessary). The successful firm must have qualified employees able to provide or have contractual agreements with other firms to provide the following services or expertise; Civil Engineering, Surveying, Environmental Permitting, and Abandoned Mine Lands Program Work (AML Procurement of said services shall be in accordance with Title 24 Subtitle A Part 85: Code of Federal Regulations and West Virginia Code Chapter 5G. All consultants interested in being considered for this project must submit a proposal detailing qualifications, technical expertise, management and staffing capabilities and related prior experience. The object of the competitive process is to select the firm who will provide the highest quality of service. Accordingly, technical qualifications and experience will be weighed heavily. The firm judged most qualified will be selected.
