CAMDEN ON GAULEY WATER WORKS WEBSTER COUNTY, WEST VIRGINIA CONTRACT #1 CRANBERRY RIDGE & GAULEY MILLS WATERLINE EXTENSION THRASHER PROJECT # 101-010-1048 ADVERTISEMENT FOR BIDS Sealed Bids for the construction of Contract #1 – Cranberry Ridge & Waterline Extension will be received, by Camden-on-Gauley Water Works at the offices of The Thrasher Group, Inc. located at 300 Association Drive, Charleston, West Virginia, until 2:00 p.m. local time on October 29, 2020. Immediately following the scheduled closing time for the reception of Bids, all proposals which have been submitted in accordance with the conditions of the Contract Documents will be publicly opened and read aloud through live-stream, as social distancing guidelines will be followed. A link for the live-stream of the Bid Opening will be provided via Addendum. The Work will be substantially completed within 180 calendar days after the date when the Contract Times commence to run, and completed and ready for final payment within 210 days after the date when the Contract Times commence to run. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 am to 5:00 pm, and may obtain copies of the Bidding Documents from the Issuing Office as described below. Complete sets of Bidding Documents may be obtained from the office of Thrasher, 300 Association Drive, Charleston, WV 25311, for the following costs: Bidding Documents issued as hard copy drawings and hard copy specifications are available for $75.00 per set. Bidding Documents issued as hard copy drawings and digital Specifications on a C.D., are available for $50.00 per set. Bidding Documents issued as digital drawings and digital specifications on a C.D., are available for $25.00 per set. Amounts paid are not subject to refund. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Envelope No. 1 must have the following information presented on the front: Name and address of Bidder Bid on Contract #1 – Cranberry Ridge & Gauley Mills Waterline Extension Received by the Camden-on-Gauley Water Works Envelope No. 2 labeled “Bid Proposal” shall also be placed inside of Envelope #1. Envelope No. 1 will be opened first and the Bid Opening Requirement items checked for compliance as outlined on the Bid Opening Checklist on page BOR – 1 of these contract documents. If such documents are found to be in order, Envelope No. 2 “Bid Proposal”, will then be opened and will be publicly read aloud. If the documents required to be contained in Envelope No. 1 are not in order, Envelope No. 2 “Bid Proposal” will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder. US ARMY CORPS OF ENGINEERS ENVIRONMENTAL INFRASTRUCTURE PROJECT PROVISIONS This construction of this project will be funded in part with funds made available from the Federal Government through the US Army Corps of Engineers Section 340 program. Bidders must comply with all applicable laws and regulations for construction projects receiving Federal aid including, but not limited to, the Civil Rights Act of 1964, the Contract Work Hours and Safety Standards Act, and the Davis-Bacon Act as amended. A bidder may not withdraw his bid for a period of ninety (90) days after the date set for the opening of bids. Bids shall be accompanied by a certified check or bid bond payable to Camden-on-Gauley Water Works in an amount equal to five percent (5%) of the base bid. Contractor is required to provide the Drug Free Workplace Certification in accordance with WV Code 21-1D-5. All Bidders are required to have a West Virginia Contractor’s License per Section 21-11-11 of the West Virginia Code. Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders. The Camden on Gauley Water Works reserves the right to reject any and all bids.
