ADVERTISEMENT FOR BIDS SALT ROCK WATER PUBLIC SERVICE DISTRICT CABELL COUNTY, WEST VIRGINIA PROPOSED CONTRACT #1 – MISCELLANEOUS WATERLINE EXTENSIONS THRASHER PROJECT #101-010-1161 Sealed bids for Contract #1 – Miscellaneous Waterline Extensions will be received by the Salt Rock Water Public Service District, Salt Rock, Cabell County, West Virginia, until 2:00 p.m. local time on November 5, 2020 for furnishing labor and materials and per forming all Work set forth in the Contract Documents prepared by The Thrasher Group, Inc. Immediately following the scheduled closing time for the reception of Bids, all proposals which have been submitted in accordance with the conditions of the Contract Documents will be publicly opened and read aloud. The approximate quantities of work to be bid upon are described as follows: 1 LS Mobilization/Demobilization; 1 LS Video Taping of Project Area; 1 LS Erosion and Sediment Controls; 32,000 LF 8″ PVC C-900 DR 14 Waterline including Ductile Iron Fittings; 26,000 LF 6″ PVC C-900 DR 14 Waterline including Ductile Iron Fittings; 6,000 LF 4″ PVC C-900 DR 13 Waterline including Ductile Iron Fittings; 5,200 LF 2″ PVC C-900 DR 13.5 Waterline including Ductile Iron Fittings; 45 LF 2″ HDPE Casing; 400 LF 1.5″ HDPE Casing (Bored); 90 LF 1″ SDR 9 Copper Service Tubing (Moled); 875 LF 1″ SDR 9 Polyethylene (Open Cut); 1,820 LF 3/4″ SDR 9 Copper Service Tubing (Moled); 1,830 LF 3/4″ SDR 9 Polyethylene (Open Cut); 16 EA 8″ M.J. The Work will be substantially completed within 365 days after the date when the Contract Times commence to run, and completed and ready for final payment within 395 days after the date when the Contract Times commence to run. Liquidated damages shall be $1,000.00/day. Bidding Documents issued as hard copy drawings and digital Specifications on a C.D. are available for $100.00 per set. Bidding Documents issued as digital drawings and digital specifications on a C.D. are available for $50.00 per set. Amounts paid are not subject to refund. A two envelope system will be used. Envelope No. 1 must have the following information presented on the front: Name and address of Bidder Bid on Contract #1 – Miscellaneous Waterline Extensions Received by Salt Rock Water Public Service District Envelope No. 2 labeled “Bid Proposal” shall also be placed inside of Envelope #1. Envelope No. 1 will be opened first and the Bid Opening Requirement items checked for compliance as outlined on the Bid Opening Checklist on page BOR – 1 of these contract documents. If such documents are found to be in order, Envelope No. 2 “Bid Proposal”, will then be opened and will be publicly read aloud. If the documents required to be contained in Envelope No. 1 are not in order, Envelope No. 2 “Bid Proposal” will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder. “DBE REQUIREMENTS” Each Bidder must fully comply with the requirements, terms, and conditions as set forth in the contract documents to achieve Disadvantaged Business Enterprise (DBE) participation during the performance of this contract. The bidder commits itself to the program for DBE participation and all other requirements, terms, and conditions of the bid conditions by submitting a properly signed bid. The bidder agrees to make “good faith efforts” to sub-contract a portion of the total value of the contract to Disadvantaged businesses. This shall be done in compliance with the six (6) good faith efforts as outlined in 40 CFR 31.36(e). Failure to demonstrate good faith efforts may lead to rejection of bids. For the purpose of this program, the term “subcontractor” includes all construction, modification, and service work contracted for by the bidder in the execution of the work under this contract. NONDISCRIMINATION IN EMPLOYMENT Bidders on this work will be required to comply with the President’s Executive Order No. 11246. The requirements for bidders and contractors under this order are explained in the specifications. SUSPENSION AND DEBARMENT Recipient shall not entertain the use of businesses that are listed on the “System for Award Management (SAM)” at www. Sam.gov in accordance with 2 CFR Part 1532 and Subpart B and C of 2 CFR Part 180. Prospective Bidders should note that this contract will include the following critical requirements as identified in the contract documents: 1. Affirmative Action Program Requirements and Goals. 2. Certificate of Non-Segregated Facilities. 3. Specific Labor Standard Provisions. AMERICAN IRON AND STEEL REQUIREMENT Section 746 of Title VII of the Consolidation Appropriations Act of 2017 (Division A – Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) applies and American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. NOTICE OF FEDERAL WAGE REQUIREMENTS Contractors are required to comply with all laws pertaining to prevailing wage rates for the federal wage rates issued in accordance with the Davis Bacon Act. All Bidders are required to have a West Virginia Contractor’s License per Section 21-11-11 of the West Virginia Code. Contractor is required to provide the Drug Free Workplace Certification in accordance with WV Code 21-1D-5. A Bidder may not withdraw his Bid for a period of ninety (90) days after the date set for the opening of Bids. Bids shall be accompanied by a certified check or Bid Bond payable to the Salt Rock Water Public Service District, for an amount equal to five percent (5%) of the Total Bid. Bidders must hold a current West Virginia contractor’s license on the date of Bid Opening. Bids received after the scheduled closing time for the reception of Bids will be returned unopened to the Bidders. The Salt Rock Water Public Service District reserves the right to reject any and all Bids.
