INVITATION FOR BIDS TOWN OF CEDAR GROVE KANAWHA COUNTY, WEST VIRGINIA WASTEWATER COLLECTION SYSTEM UPGRADES & IMPROVEMENTS Sealed bids for the construction of the Wastewater Collection System Upgrades and Improvements will be received by the Town of Cedar Grove until 2:00 P.M., L.P.T., November 18, 2020, at the Town of Cedar Grove’s Office (City Hall) located at 302 Alexander Street, Cedar Grove, Kanawha County, West Virginia 25039 for furnishing labor, materials, and performing all the work set forth in the Form of Proposal. Bids will be opened at 2:00 P.M., L.P.T., November 18, 2020. Immediately following the scheduled closing time for the reception of bids, all proposals which have been submitted in accordance with the conditions of this project will be publicly opened and read aloud. The Contract shall consist of modifications to the existing main Cedar Grove submersible pumping station (including temporary pumping), modifications to 4 existing submersible sewage grinder pumping stations (including temporary pumping), replacement of submersible pumps and controls for the 5 duplex submersible pumping stations, replacement of check and plug valves at the main 5 duplex submersible pumping stations, replacement of the existing automatic bar screen, demolition of existing automatic bar screen and building, installation of a new emergency generator at the main Cedar Grove pumping station, portable emergency generator delivered to site, installation of a new cellular-based telemetry system, site sign, gravel inside fencing, site restoration, mobilization/demobilization, and all other items and appurtenances shown on the plans and/or described in the specifications that are necessary to complete the work for a complete and operable wastewater collection system upgrade project. The total construction time for this contract is limited to two hundred ten (210) consecutive calendar days from the date specified in the contract documents. Liquidated damages will apply per the contract documents. Plans, Specifications, and Contract Documents may be examined at the following places: Town of Cedar Grove 302 Alexander Street Cedar Grove, WV 25039 Dunn Engineers, Inc. 400 South Ruffner Road Charleston, WV 25314 The Contractor’s Association of WV 2114 Kanawha Boulevard, East Charleston, West Virginia 25311 Plans and Specifications are available at the offices of Dunn Engineers, Inc., 400 South Ruffner Road, Charleston, West Virginia, upon payment of two hundred dollars ($200.00), which is not subject to refund. All Bidders must purchase plans and bid forms from the Engineer in order to bid. Bidders wishing to have plans mailed shall provide their own Federal Express or UPS account number for shipping charges to be billed directly to their own account. The two-envelope system will be used for bidding this project. Envelope No. One (1) will contain the required bidder information as outlined in the Contract Documents. Envelope No. Two (2) will contain the Form of Proposal only and be separate from Envelope No. 1. The two (2) envelopes shall be held together with clips or rubber bands. Bidder Information: Submitted by: (insert name & address of bidder) WV Contractor’s License No. ____ .” Envelope No. 2: Bid on Wastewater Collection System Upgrades & Improvements for the Town of Cedar Grove, Kanawha County, West Virginia to be opened at 2:00 P.M., L.P.T., November 18, 2020. Form of Proposal: Submitted by: (insert name & address of bidder) WV Contractor’s License No. ____.” Envelope No. 1 will be opened first and the Bid Bond, Power of Attorney, Certificate of Compliance and other pertinent and required documents will be checked to make sure that all documents are in order. If the documents are found to be in order, Envelope No. 2 containing the Form of Proposal will then be opened and publicly read aloud. If the documents from Envelope No. 1 are not in order, Envelope No. 2 containing the Form of Proposal will not be opened and the bid will be considered non-responsive and will be returned to the Bidder. The successful low bidder will be provided four (4) complete set of plans and specifications at no additional cost after the contract has been signed. Any additional sets of plans and detail specifications that are requested will be provided at a cost of two hundred dollars ($200.00) per set. Payment by either cash or check must be made upon delivery. A Bidder may not withdraw his bid for a period of ninety (90) days after the date set for the opening of bids. All Bidders are required to have a West Virginia Contractor’s License as per Section 21-11-11 of the WV Code. The prospective bidder’s license number must be included in the Envelope No. 1 as per the Bid Opening Checklist. All subcontractors shall furnish their WV Contractor’s License number to the prime contractor prior to award of the contract. Bids shall be accompanied by a certified check or bid bond payable to the Town of Cedar Grove, Kanawha County, West Virginia, in an amount not less than five percent (5%) of the base bid. Bidders must hold a current West Virginia Contractor’s License on the date of Bid Opening. The Town of Cedar Grove reserves the right to reject any and all bids NONDISCRIMINATION IN EMPLOYMENT Bidders on this work will be required to comply with the President’s Executive Order 11246. The requirements for Bidders and Contractors under this order are explained in the Specifications. The low responsive Bidder is required to submit to EPA a statement in accordance with Executive Order 11246. SUSPENSION AND DEBARMENT Recipient shall not entertain the use of businesses that are listed on the “System for Award Management (SAM)” at www.sam.gov in accordance with 2 CFR Part 1532 and Subpart B and C of 2 CFR Part 180. AMERICAN IRON AND STEEL REQUIREMENT P.L. 113-76, SECTION 436 P.L. 113-76, Consolidated Appropriations Act, 2014 (ACT), includes an “American Iron and Steel (AIS)” requirement in Section 436 that requires Clean Water State Revolving Loan Fund (CWSRF) and Drinking Water State Revolving Loan Fund (DWSRF) assistance recipients to use iron and steel products that are produced in the United States for projects for the construction, alteration, maintenance, or repair of a public water system or treatment works. WV ALCOHOL AND DRUG FREE WORKPLACE ACT West Virginia Code 21-1D-5 provides that any solicitation for a public improvement construction contract requires each vendor that submits a bid for the work to submit at the same time an affidavit of compliance with the bid. The enclosed drug-free workplace affidavit must be signed and submitted in the first envelope as evidence of the vendor’s compliance with the provisions of article 1D, Chapter 21 of the West Virginia Code. Failure to submit the signed Drug-Free Workplace Affidavit in the first envelope shall result in disqualification of such bid. NOTICE OF FEDERAL AND STATE WAGE REQUIREMENTS Contractors are required to comply with all laws pertaining to prevailing wage rates for the State of West Virginia as issued by the Division of Labor and the Federal wage rates issued in accordance with the Davis Bacon Act. The contractor will be required to pay the higher of the State or Federal wage rates appropriate for each worker classification. All prospective bidders must attend a MANDATORY Pre-Bid Conference to be held at the Town of Cedar Grove’s offices located at (City Hall) 302 Alexander Street, Cedar Grove, WV 25039, on 10:00 A.M., L.P.T., October 22, 2020, for the purpose of discussing the requirements and the construction highlights of the project. Any contract or contracts awarded under this Invitation for Bids are expected to be funded by a loan from the State Revolving Fund (SRF) and a grant from the Infrastructure and Jobs Development Council (IJDC). Neither the State of West Virginia, the United States nor any of its departments, agencies, or employees is or will be a party to this Invitation for Bids or any resultant contract.
