CITY OF NITRO, WEST VIRGINIA PUBLIC NOTICE OF CHANGE IN SEWER RATES NOTICE is hereby given that on November 17, 2020, The City of Nitro, West Virginia (City), a public utility, passed an ordinance adopting new, increased or otherwise changed rates, tolls, and charges for furnishing sewer service to approximately 4,179 customers at Nitro and vicinity in the Counties of Kanawha and Putnam. The new, increased or changed rates and charges (new rates) for sewer service will become effective on January 1, 2021, unless otherwise ordered by the Public Service Commission. The new rates will produce approximately $383,970 annually in additional gross revenue, an increase of approximately 18.7%. Like current rates, the new rates apply equally to all classes of customers, whether residential, commercial, industrial, or other. Under the new rates, the minimum monthly charge, based upon metered water usage of up to 2,000 gallons per month, will be $26.28, an increase of $4.21, or approximately 18.7%. The average monthly bill for a customer using 4,000 gallons of water per month will be $48.34, an increase of $7.75, or approximately 18.7%, over current rates. Bill increases for individual customers will vary in amount depending upon the volume of each customer’s metered water consumption, and the increase in the average bill of any individual customer may be more or less than the increase in an average bill of a customer using 4,000 gallons of water per month. In addition to the increases in the applicable volumetric rates described above, the following new, increased or changed sewer rates were also adopted by the aforesaid ordinance: Discharge/Hauler Rates. Non-Domestic/ Pretreated Rates 0 – 2000 gallons $120.00 Per Load 2001 – 2500 gallons $150.00 Per Load 2501 – 3000 gallons $180.00 Per Load 3001 – 3500 gallons $210.00 Per Load 3501 – 4000 gallons $240.00 Per Load 4001 – 4500 gallons $270.00 Per Load 4501 – 5000 gallons $300.00 Per Load All loads of 5001 gallons or more will be $300.00 plus $30.00 for each additional 500 gallons. Septic/Package Plant Rates 0 – 2000 gallons $ 80.00 Per Load 2001 – 2500 gallons $100.00 Per Load 2501 – 3000 gallons $120.00 Per Load 3001 – 3500 gallons $140.00 Per Load 3501 – 4000 gallons $160.00 Per Load 4001 – 4500 gallons $180.00 Per Load 4501 – 5000 gallons $200.00 Per Load All loads of 5001 gallons or more will be $200.00 plus $20.00 for each additional 500 gallons. The rates and charges described above are subject to change (increases or decreases) by the Public Service Commission upon its review of the ordinance and the rates and charges described above. The Public Service Commission shall review and approve or modify the increased rates and charges only upon the filing of a petition, within thirty (30) days of the adoption of the ordinance changing said rates or charges, by any customer aggrieved by the changed rates or charges who presents to the Public Service Commission a petition signed by not less than twenty-five percent (25%) of the sewer customers served by the City. A complete copy of the ordinance setting forth the new rates is available for public inspection at the offices of the Nitro Regional Wastewater Utility in Nitro City Hall, 2009 20th Street, Nitro, West Virginia, between 8:00 a.m. and 4:00 p.m. Monday through Friday. A representative of the Nitro Regional Wastewater Utility is also available in the utility’s office to provide information regarding the new rates.
