DODDRIDGE COUNTY PUBLIC SERVICE DISTRICT WEST UNION, WV BLANDVILLE-WEST UNION WATERLINE EXTENSION PROJECT ADVERTISEMENT FOR BIDS Sealed Bids for the construction of: Blandville-West Union Waterline Extension Project Contract No. 1 – Furnishing all materials, labor, and necessary items for the construction and installation of approximately 8,130 LF of 8″ water line, 18,335 LF of 6″ water line, 445 LF of 2″ water line, 875 LF of 1″ service line, 1,9100 LF of 3/4″ service line, booster pump station, valves, fire hydrants and all other items and appurtenances as outlined in the Plans and Specifications. Contract No. 2 – Furnishing all materials, labor, and necessary items for the construction and installation of one (1) water storage tank including site clearing and grading, tank foundation, fencing, valve vault, 310 LF of 6″ water line, connections, tank access road, rip rap ditches, telemetry and all other items and appurtenances as outlined in the Plans and Specifications. Sealed Bids for the construction of Contract No. 1 and Contract No. 2 will be received by Delores Hinterer (Chairperson-Doddridge County PSD) at the office of the Doddridge County PSD, 187 Main St., West Union, WV 26456, until 2:00 p.m. local time on February 11, 2021, at which time the Bids received will be publicly opened and read. A mandatory pre-bid conference will be conducted at the Doddridge County Park, Main Building, 1252 Snowbird Road, West Union, WV 26456 at 10:00 a.m. on January 21, 2021. Robinson Engineering, 5088 Washington Street West, Charleston, WV 25313 Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of a deposit of $150.00 for each set. Bidders who return full sets of the Bidding Documents in good condition (suitable for re-use) within 30 days after receipt of Bids will receive a full refund. Checks for Bidding Documents shall be payable to “E.L. Robinson Engineering Company”. Upon request and receipt of the document deposit indicated above, the Issuing Office will transmit the Bidding Documents via delivery service. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Bid security shall be furnished in accordance with the Instructions to Bidders. This project will be partially funded with Federal Funds from the United States Department of Commerce, Economic Development Administration Project #01-79-14831 and therefore is subject to the Federal Laws and regulations associated with that program. Bidders must comply with the requirements for Affirmative Action and Minority Business Enterprises participation as described in the Federal Specifications insert to the Contract Documents. Bidders must comply with the Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Copeland Anti-Kickback Act, the Contract Work Hours and Safety Act, the West Virginia Division of Labor Wages for Construction of Public Improvements pursuant to West Virginia Code 21-5A-3. No Bidder may withdraw their bid for a period of ninety (90) days after the time of the opening of the Bids. Any Contractor submitting a Bid on this project hereby certifies, indicates and acknowledges that he has a license and meets all the qualifications required by the statutes of the State and subdivision in which the work is to be performed. The Contractor shall comply with West Virginia Contractor’s Licensing Act and shall require all subcontractors to comply with that Act.
