NOTICE OF REQUEST FOR ENGINEERING PROPOSAL The Town of Gauley Bridge, located in Fayette County, West Virginia is in the process of obtaining professional services to provide to provide design & construction services for a project involving rehabilitation of the former Gauley Bridge High School, currently designated as an emergency shelter. Professional services will include: (1) preparation of preliminary engineering report; (2) preparation of specifications & design; (3) preparation of bidding & contract documents; (4) participation in the evaluation of bids received; and (5) monitor & inspect construction activities to ensure compliance with plans & specifications. Contracts are to be awarded on a Fixed Fee basis. The selected engineer shall be retained throughout all stages of the project. All consultants interested in being considered for this project must submit a proposal detailing qualifications, technical expertise, management and staffing capabilities, and related prior experience. Procurement of professional engineering services shall be in accordance with WV Code Chapter 5G-1-3 and 24 CFR 85.35 and 85.36. The object of the competitive process is to objectively select the firm who will provide the highest quality of service at a realistic fee. Accordingly, technical qualifications and experience will be weighed heavily. The Owner shall evaluate the statements of qualifications and performance data and other material submitted by interested firms and select a minimum of three firms which, in their opinion, are best qualified to perform the desired service. Interviews with each firm selected shall be conducted with discussions regarding anticipated concepts and proposed methods of approach. The Owner shall rank, in order of preference, these three professional firms deemed to be the most highly qualified to provide the services required and shall commence scope of services and price negotiations with the highest qualified professional firm for engineering services. Should the Owner be unable to negotiate a satisfactory contract with the professional firm considered to the most qualified, at a fee determined to be fair and reasonable, price negotiations with the firm of second choice shall commence. Failing accord with the second most qualified professional firm, the committee shall undertake price negotiations with the third most qualified professional firm. Should the Owner be unable to negotiate a satisfactory contract with any of the selected professional firms, it shall select additional professional firms in order of their competence and qualifications and it shall continue negotiations in accordance with these procedures until an agreement is reached. Attention is directed to the fact that possible funding sources for the proposed project include but are not limited to the HUD Small Cities Community Development Block Grant Program, the Appalachian Regional Commission, USDA Rural Development and local sources. All work will be performed in accordance with the regulations issued by HUD and the State of West Virginia appertaining hereto. The selected firm will be required to comply with Title VI of the Civil Rights Act of 1964, Executive Order 11246, Section 109 of the Housing and Urban Development Act of 1974, Conflict of Interest Statement and Access to Records provisions. If the project is funded through HUD, the work to be performed under this contract would be subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701u (Section 3). The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD assistance or HUD-assisted projects covered by Section 3, shall be, to the greatest extend feasible, directed to low- and very low-income persons, particularly persons who are recipients of HUD assistance for housing. The Owner will afford full opportunity for minority business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age, handicap or national origin in the contract award.
