No.: WV0020621 Applicant: MONTGOMERY, CITY OF 706 3RD AVE MONTGOMERY, WV 25136 Location: MONTGOMERY – KANAWHA COUNTY Latitude: 38:10:50 Longitude: 81:20:31 Receiving Stream: Kanawha River Activity: To operate and maintain an existing combined wastewater collection system and an existing 0.5 million gallons per day wastewater treatment plant. These facilities are to serve a population equivalent of approximately 5,000 persons in the City of Montgomery, the Town of Handley, and environs, and discharge treated wastewater through Outlet No. 001 to the Kanawha River at Mile Point 84.5. To accept non-domestic wastewater from the City of Montgomery Landfill, Four M Car Wash, and Marisco Brothers, Inc. for subsequent treatment and disposal. An antidegradation review has been performed. Tier 1 protection is provided for the uses specified in Title 47, Series 2, Section 6 for Outlet No. 001. To operate and maintain disposal systems, best management practices, and the nine (9) minimum controls for the direct discharge of sanitary wastewater and storm water from Combined Sewer Overflow (CSO) Outlet Nos. C004, C005, and C006 to the Kanawha River and CSO Outlet No. C007 to Morris Creek of the Kanawha River. These CSO outlets are permitted to discharge only when the hydraulic capacity of the collection system and/or wastewater treatment plant are exceeded during wet weather events. Tier 1 protection shall be afforded for the uses specified in Title 47, Series 2, Section 6 for the CSO outlets through implementation of the facility’s Long-term Control Plan. Also, to incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules for the processing and disposal of sewage sludge generated by the wastewater treatment plant. Sewage sludge generated and/or processed at the permittee’s facility shall be land applied, provided that the sewage sludge shall not be applied in a manner that exceeds the agronomic or lifetime loading rates. This land application site(s) meet all other regulatory standards and is identified as follows: The Kanawha-Gauley Coal & Coke Company – Kanawha Development, located off of Route 60 at Harewood, WV. Further, sewage sludge generated and/or processed at the permittee’s facility shall be disposed of at a sanitary landfill by placing the sewage sludge in the landfill cell. Also, sewage sludge generated and/or processed at the permittee’s facility shall be disposed of by a registered septage hauler.
