INVITATION FOR BIDS CITY OF RONCEVERTE GREENBRIER COUNTY, WEST VIRGINIA TRUCK MOUNTED COMBINATION SEWER CLEANER Sealed bids for supplying Truck Mounted Combination Sewer Cleaner for the City of Ronceverte will be received by Dunn Engineers, Inc. until 2:00 P.M., L.P.T., April 22, 2021, for products set forth in the Form of Proposal. Bids will be opened at 2:00 P.M., L.P.T., April 22, 2021, at the office of Dunn Engineers, Inc. located at 400 South Ruffner Road, Charleston, West Virginia 25314. Immediately following the scheduled closing time for the reception of bids, all proposals which have been submitted in accordance with the conditions of this project will be publicly opened and read aloud. The supply contract to be bid upon is described as follows: Provide 1 L.S. new truck mounted combination sewer cleaner that shall be completely assembled, ready for operation and delivered to the City of Ronceverte having all options and accessories described in the specifications. The total delivery time for the truck mounted combination sewer cleaner is limited to ninety (90) consecutive calendar days from the date specified in the contract documents. Specifications and Contract Documents may be examined at the following places: City of Ronceverte City Hall, 182 West Main Street Ronceverte, WV 24970 Dunn Engineers, Inc. 400 South Ruffner Road Charleston, WV 25314 Specifications are available at the offices of Dunn Engineers, Inc., 400 South Ruffner Road, Charleston, West Virginia, upon payment of One hundred dollars ($100.00) for the purchase of Contract No. 1 – Truck Mounted Combination Sewer Cleaner which is not subject to refund. All Bidders must purchase bid forms from the Engineer in order to bid. Bidders wishing to have specifications mailed will be charged ten dollars ($10.00) for priority postage and handling or the bidder may provide their own Federal Express or UPS account number for shipping charges to be billed directly to their own account. The two-envelope system will be used for bidding this project. Envelope No. One (1) will contain the required bidder information as outlined in the Contract Documents. Envelope No. Two (2) will contain the Form of Proposal only and be separate from Envelope No. 1. The two (2) envelopes shall be held together with clips or rubber bands. Form of Proposal: Submitted by: (insert name & address of bidder); WV Contractor’s License No. .” Envelope No. 1 will be opened first and the Bid Bond, Power of Attorney, Certificate of Compliance and other pertinent/required documents as listed on the “Bidder’s Opening Requirements Checklist” will be checked to make sure that all documents are in order. If the documents are found to be in order, Envelope No. 2 containing the Form of Proposal will then be opened and publicly read aloud. If the documents from Envelope No. 1 are not in order, Envelope No. 2 containing the Form of Proposal will not be opened and the bid will be considered non-responsive and will be returned to the Bidder. If a bid is determined by the Engineer to be out of compliance with the intent of the specifications, the bidder will be notified of the non-compliance issues. The bidder may, at his discretion, correct the compliance issues at no additional cost to the Owner. If the bidder elects not to correct the compliance issues the bid will be considered non-responsive. Bids shall be accompanied by a certified check or bid bond payable to the City of Ronceverte, Ronceverte, Greenbrier County, West Virginia, in an amount not less than five percent (5%) of the base bid. The City of Ronceverte reserves the right to reject any and all bids and to waive any informalities. The bidder shall appoint a company executive to assume the responsibility for the implementation of such requirements, terms and conditions as may apply to the bid or the contract. All prospective bidders must attend a MANDATORY Pre-Bid Conference to be held at the City of Ronceverte located at 182 W. Main Street, Ronceverte, Greenbrier County, West Virginia 24970, on 10:00 A.M., L.P.T., April 7, 2021 for the purpose of discussing the DBE Program requirements and the construction highlights of the project. Any contract or contracts awarded under this Invitation for Bids are expected to be funded in part by a loan from the West Virginia Department of Environmental Protection. Neither the United States nor any of its departments, agencies, or employees is or will be a party to this Invitation for Bids or any resultant contract.
