INVITATION FOR BIDS TOWN OF OCEANA WYOMING COUNTY, WEST VIRGINIA COMPACT EXCAVATOR Sealed bids for supplying a compact excavator for the Town of Oceana will be received by Dunn Engineers, Inc. until 2:00 P.M., L.P.T., May 6, 2021, for products set forth in the Form of Proposal. Bids will be opened at 2:00 P.M., L.P.T., May 6, 2021, at the office of Dunn Engineers, Inc. located at 400 South Ruffner Road, Charleston, WV 25314. Immediately following the scheduled closing time for the reception of bids, all proposals which have been submitted in accordance with the conditions of this project will be publicly opened and read aloud. The supply contract to be bid upon is described as follows: Provide 1 L.S. new compact excavator that shall be completely assembled, ready for operation and delivered to the Town of Oceana having all options and accessories described in the specifications. The total delivery time for the compact excavator is limited to ninety (90) consecutive calendar days from the date specified in the contract documents. Specifications and Contract Documents may be examined at the following places: Town of Oceana 1285 Cook Parkway (Route 10) Oceana, WV 24870 Dunn Engineers, Inc. 400 South Ruffner Road Charleston, WV 25314 Specifications are available at the offices of Dunn Engineers, Inc., 400 South Ruffner Road, Charleston, West Virginia, upon payment of One hundred dollars ($100.00) for the purchase of the Compact Excavator which is not subject to refund. All Bidders must purchase bid forms from the Engineer in order to bid. Bidders wishing to have specifications mailed will be charged ten dollars ($10.00) for priority postage and handling or the bidder may provide their own Federal Express or UPS account number for shipping charges to be billed directly to their own account. The two-envelope system will be used for bidding this project. Envelope No. One (1) will contain the required bidder information as outlined in the Contract Documents. Envelope No. Two (2) will contain the Form of Proposal only and be separate from Envelope No.1. The two (2) envelopes shall be held together with clips or rubber bands. Both sealed envelopes containing the Bidder Information and Form of Proposal must have the following information clearly printed or typed on the front lower left-hand corner of each envelope: “ENVELOPE NO. 1: Bid on Compact Excavator for the Town of Oceana, Wyoming County, Oceana, WV to be opened at 2:00 P.M., L.P.T., May 6, 2021. Bidder Information: Submitted by: (insert name & address of bidder) “ENVELOPE NO. 2: Bid on Compact Excavator for the Town of Oceana, Wyoming County, Oceana, WV to be opened at 2:00 P.M., L.P.T., May 6, 2021. Form of Proposal: Submitted by: (insert name & address of bidder) Envelope No. 1 will be opened first and the Certificate of Compliance and other pertinent/required documents as listed on the “Bidder’s Opening Requirements Checklist” will be checked to make sure that all documents are in order. If the documents are found to be in order, Envelope No. 2 containing the Form of Proposal will then be opened and publicly read aloud. If the documents from Envelope No. 1 are not in order, Envelope No. 2 containing the Form of Proposal will not be opened and the bid will be considered non-responsive and will be returned to the Bidder. If a bid is determined by the Engineer to be out of compliance with the intent of the specifications, the bidder will be notified of the non-compliance issues. The bidder may, at his discretion, correct the compliance issues at no additional cost to the Owner. If the bidder elects not to correct the compliance issues the bid will be considered non-responsive. Bids shall be accompanied by a certified check or bid bond payable to the Town of Oceana, Oceana, WV, in an amount not less than five percent (5%) of the base bid. The Town of Oceana reserves the right to reject any and all bids and to waive any informalities. The bidder shall appoint a company executive to assume the responsibility for the implementation of such requirements, terms and conditions as may apply to the bid or the contract. Any contract or contracts awarded under this Invitation for Bids are expected to be funded in part by a loan from the West Virginia Department of Environmental Protection. Neither the United States nor any of its departments, agencies, or employees is or will be a party to this Invitation for Bids or any resultant contract.
