HATFIELD MCCOY REGIONAL RECREATION AUTHORITY LINCOLN COUNTY, WV IVY BRANCH TRAILHEAD CABINS PROCUREMENT & INSTALLATION THRASHER PROJECT #030-10042 ADVERTISEMENT FOR BIDS Sealed Bids for the construction of the Ivy Branch Trailhead Cabins Procurement & Installation will be received, by the Hatfield McCoy Regional Recreation Authority at the office of The Thrasher Group, Inc. located at 160 Association Drive, Charleston, West Virginia until 1:00 p.m. local time on May 6th, 2021, at which time the Bids received will be publicly opened and read. The approximate quantities of work to be bid upon are described as follows: Procurement and installation of six (6) cabins at the Ivy Branch trailhead, Installation of main power for the cabins, Utility tie-ins for all 6 cabins, and dress up of gravel parking lot following installation. The Work will be substantially completed within two-hundred and ten (210) calendar days after the date when the Contract Times commence to run, and completed and ready for final payment within two hundred and forty (240) days after the date when the Contract Times commence to run. Envelope No. 1 must have the following information presented on the front: Name and address of Bidder Bid on Contract Ivy Branch Trailhead Cabins Procurement & Installation Received by the Hatfield McCoy Regional Recreation Authority Envelope No. 2 labeled “Bid Proposal” shall also be placed inside of Envelope #1. Envelope No. 1 will be opened first and the Bid Opening Requirement items checked for compliance as outlined on the Bid Opening Checklist on page BOR – 1 of these contract documents. If such documents are found to be in order, Envelope No. 2 “Bid Proposal”, will then be opened and will be publicly read aloud. If the documents required to be contained in Envelope No. 1 are not in order, Envelope No. 2 “Bid Proposal” will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder. A bidder may not withdraw his bid for a period of sixty (60) days after the date set for the opening of bids. Bids shall be accompanied by a certified check or bid bond payable to Hatfield McCoy Regional Recreation Authority, in an amount equal to five percent (5%) of the base bid. Contractor is required to provide the Drug Free Workplace Certification in accordance with WV Code 21-1D-5. All Bidders are required to have a West Virginia Contractor’s License per Section 21-11-11 of the West Virginia Code. Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders. The Hatfield McCoy Regional Recreation Authority reserves the right to reject any and all bids. A MANDATORY pre-bid conference will be held at 10:00 a.m. local time on Tuesday, April 20th, 2021 at the Hatfield McCoy Welcome Center parking lot located at 28 Big Pinnacle Branch Road, Julian, West Virginia. After meeting in the parking lot, project representatives and all prospective bidders will conduct a site visit. Prospective Bidders are advised that the contract awarded under this bid is to be funded in whole or in part by HMRRA and the West Virginia Department of Environmental Protection Office of Abandoned Mine Lands and Reclamation Economic Development Pilot Program.
