No.: WV0038776 Applicant: KANAWHA PSD PO BOX 8 CABIN CREEK, WV 25035 Location: CHELYAN, KANAWHA COUNTY Latitude: 38:11:49 Longitude: 81:30:15 Receiving Stream: KANAWHA RIVER Activity: To operate and maintain an existing wastewater collection system and an existing 1.63 million gallons per day wastewater treatment system. Facilities are to serve approximately 16,300 persons in the Kanawha Public Service District inclusive of the communities of Town of Chelyan, Town of East Bank, Town of Cedar Grove, and its environs and discharge treated wastewater via Outlet No. 001 to the Kanawha River at Mile Point 73.2. Also, to operate and maintain an existing wastewater collection system (formerly known as the Upper Kanawha PSD collection system). Facilities are to serve approximately 2,000 persons in the former Upper Kanawha Valley Public Service District, inclusive of the communities of London, Hugheston, Hughes Creek, Hansford, Holley Grove, Livingston, Gallagher, and Standard, and environs, and convey wastewater to the Town of Pratt’s wastewater treatment plant for subsequent treatment. The operation and maintenance of the wastewater collection system are performed by the Kanahwa PSD. Also, to accept nondomestic wastewater from the Boyd Cat Machinery and Division of Highways for subsequent treatment and disposal. Also, to incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules for the processing and disposal of sewage sludge generated by the wastewater treatment plant. Also, sewage sludge generated and/or processed at the permittee’s facility shall be disposed of at a sanitary landfill by placing the sewage sludge in the landfill cell. An antidegradation review has been conducted. Tier 1 protection is provided for the uses specified in Title 47, Series 2, Section 6. Business conducted: Public Service District Implementation: N/A On the basis of review of the application, the “Water Pollution Control Act (Chapter 22, Article 11-8(a)),” and the “West Virginia Legislative Rules,” the State of West Virginia will act on the above application. Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice.
