AIR QUALITY PERMIT NOTICE Notice of Intent to Approve On April 5, 2021, Frontier West Virginia Inc., applied to the WV Department of Environmental Protection, Division of Air Quality (DAQ) for a modification permit to use their diesel-fueled, emergency backup generator engine in non-emergency service at their Charleston Central Office located at 1500 MacCorkle Ave SE 500, Charleston, Kanawha County, WV 25396-0001 at latitude 38.33794 N and longitude -81.62673W. A preliminary evaluation has determined that all State and Federal air quality requirements will be met by the modification. The DAQ is providing notice to the public of its preliminary determination to issue the permit as R13-2564A. The following changes in potential to emit (PTE) will be authorized by this permit action: Nitrogen Oxide (NOx) emissions will increase 2.88 tons per year (TPY) (from 4.5 TPY to 7.38 TPY); Carbon Monoxide (CO) emission will decrease 0.28 TPY (from 0.6 TPY to 0.32 TPY); Sulfur Dioxide (SO2) will decrease 1.20 TPY (from 1.20 TPY to 0.004 TPY); Particulate Matter (PM) will increase 0.31 TPY (from 0.1 TPY to 0.41 TPY); Volatile Organic Compounds (VOC) will increase 0.05 TPY (from 0.1 TPY to 0.15 TPY) . Written comments or requests for a public meeting must be received by the DAQ before 5:00 p.m. on Thursday, July 8, 2021. A public meeting may be held if the Director of the DAQ determines that significant public interest has been expressed, in writing, or when the Director deems it appropriate. The purpose of the DAQ’s permitting process is to make a preliminary determination if the proposed/after-the-fact modification will meet all State and Federal air quality requirements. The purpose of the public review process is to accept public comments on air quality issues relevant to this determination. Only written comments received at the address noted below within the specified time frame, or comments presented orally at a scheduled public meeting, will be considered prior to final action on the permit. All such comments will become part of the public record.
