ADVERTISEMENT FOR BIDS THE SANITARY BOARD OF THE CITY OF CHARLESTON, WEST VIRGINIA, KANAWHA COUNTY BIENNIAL CONSTRUCTION AND MAINTENANCE CONTRACT Sealed proposals for the Biennial Construction & Maintenance Contract will be received by The Sanitary Board of the City of Charleston, West Virginia, a Municipal Utility (CSB), at their offices located at 208 26th Street W, Charleston, WV 25387, until 10:00 a.m., local time, Wednesday, August 4, 2021. Bids will then be publicly opened and read aloud. Any Bids received after the above time and date will be returned unopened to the Bidder. No conditional Bids will be accepted. This Work consists of providing labor and equipment necessary to complete various construction and maintenance projects as directed via Work Orders periodically issued by the CSB. The Projects will primarily include sewer extensions or replacements, sewer system improvements, sewage pumping stations, sewer taps, repairs, miscellaneous maintenance projects, and other associated heavy/utility construction work. Work under this Contract will commence on or about September 1, 2021 upon issuance of a written “Notice of Award”. Copies of the Bidding, Specifications and Contract Documents may be purchased, at the non-refundable cost of $25.00 per book, at the CSB Office. Each Bid must be submitted in a sealed envelope containing the Bid, Sewer Contractor Questionnaire, and Certifications of EEO Compliance, Non-Segregated Facilities, Drug Free Work Place Conformance Affidavit, and all other necessary documents. Proposals must be made on the forms furnished by the CSB in the manner designated in the Contract Documents and must be enclosed in a sealed envelope bearing the name and address of the Bidder and the notation “Bid Enclosed” on the outside. A Bid Bond is not required for this Contract; however, the successful Bidder will be required to provide Performance and Payment Bonds in the amount of $50,000 each at the time the Contact is awarded. The Bidder may not withdraw his Bid for a period of sixty (60) days following the opening of Bids. A mandatory Pre-Bid conference will be held at the CSB Office at 208 26th Street West, Charleston, WV 25387 at 10:00 a.m. on Wednesday, July 21, 2021. The Pre-Bid conference will be to discuss potential Work which may be completed under this Contract and to allow potential Bidders to ask questions regarding the biennial contracting program. An attendance roster will be developed at the Pre-Bid conference and each attendee may sign for their respective company only. A Bid will not be accepted if the Bidder does not attend the mandatory Pre-Bid conference. The CSB reserves the right to reject any and all Bids and is not necessarily bound to accept the lowest Bid, if that Bid is contrary to the best interest of the CSB.
