ADVERTISEMENT FOR BIDS Sealed bids for the Standard/Paint Creek/Collinsdale Water Line Extension project will be received by Kanawha County Regional Development Authority, 407 Virginia Street East, Charleston, West Virginia 25301, until 1:30 P.M., L.P.T., on August 19, 2021 for furnishing labor and materials and performing all work set forth in the Advertisement for Bids, Information for Bidders, Bid and Bid Schedule (Form of Proposal and Unit Price Bid Form), General Conditions, Supplementary Conditions, AML Provisions, Specification Special Conditions, Technical Specifications and Plans (Drawings) prepared by Potesta & Associates, Inc., and all addenda issued prior to receipt of Bids. Immediately following the scheduled closing time for the reception of bids, all proposals which have been submitted in accordance with the conditions of this project will be publicly opened and read aloud. The Work to be bid upon (including Additive Alternates) is generally described as follows: Approximately 16,500 linear feet of 8-inch, 14,500 feet of 6-inch, 19,500 feet of 4-inch, and 1,500 feet of 2-inch water line. Approximately 40 service connections and associated appurtenances. Approximately 6 fire hydrant assemblies. One water storage tank. Two booster stations. One hydropneumatic tank station. Other water line components. Construction time limit for the Contract is 300 consecutive calendar days to substantial completion for Base Bid work. Information for Bidders and Form of Proposal will be furnished upon request. The two envelope system will be used for bidding this project. Bids will be opened and read aloud at the Kanawha County Courthouse, Kanawha County Commission Room, 407 Virginia Street East, Charleston, West Virginia beginning at 2:00 P.M. on August 19, 2021. Envelope No. 1 will be opened first and the Bid Bond, Power of Attorney, Certificate of Compliance and other pertinent and required documents will be checked to make sure that all documents are in order. If the documents are found to be in order, Envelope No. 2 containing the Form of Proposal will then be opened and publicly read aloud. If the documents from Envelope No. 1 are not in order, Envelope No. 2 containing the Form of Proposal will not be opened and the bid will be considered non-responsive and will be returned to the Bidder. The successful low bidder will be provided four (4) complete sets of plans and specifications at no additional cost after the contract has been signed. Any additional plans or specifications that are requested will be provided at a cost of seventy-five dollars ($75.00) for each set of plans and seventy-five dollars ($75.00) for each set of specifications. Payment by either cash or check must be made upon delivery. A bidder may not withdraw his bid for a period of ninety (90) days after the date set for the opening of bids. Bids shall be accompanied by a certified check or bid bond payable to Kanawha County Regional Development Authority in an amount not less than five percent (5%) of the base bid. A mandatory Pre-Bid Conference will be held on July 21, 2021 at 10:00 A.M. at the shelter at the Paint Creek Watershed Association fishing pier located across Paint Creek from the Morton Travel Plaza and located 2.2 miles south along Paint Creek Road from the Paint Creek Road exit of the West Virginia Turnpike. Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders. Kanawha County Regional Development Authority reserves the right to reject any and/or all bids. Prospective Bidders are advised that the contract awarded under this bid is to be funded in whole or in part by the Kanawha County Commission, West Virginia Department of Environmental Protection – Abandoned Mine Lands, and West Virginia American Water. Bidders must comply with the President’s Executive Order Nos. 11246 and 11375, which prohibit discrimination in employment regarding race, creed, color, sex, or national origin.
