INVITATION TO BID Cabell County Public Library (hereinafter referred to as Owner) invites proposals to provide all Work, including but not limited to labor, material, equipment, supplies, and transportation for A New Library for Barboursville for the Cabell County Public Library, 455 Ninth Street Plaza, Huntington WV. The new Barboursville Branch Library will be located at 749 Central Avenue in Barboursville, Cabell County, West Virginia. All bids must be submitted in accordance with the Bidding Documents issued by the Architect- Edward Tucker Architects, Inc., 1401 Sixth Avenue, Huntington WV 25701 – and this Invitation to Bid. Bids are to be submitted to the Cabell County Public Library, Meeting Room 1 on the Third Floor, 455 Ninth Street Plaza, Huntington WV 25701 on or before 1:30 p.m. local time on December 12, 2019, at which time bids will be opened and read aloud. If bids are submitted by postal or other delivery services, they must arrive prior to the time stated above and be enclosed in an outer envelope identified with “Barboursville Library” highlighted on the outside of the outer envelope. The Project consists of construction of a new 14,500 SF Branch Library on a 0.67 acre site. Site preparation includes sediment and erosion control, demolition of site elements, installation of new retaining wall and underground piping. Site work includes grading, new site utilities, pavements for parking and walkways, landscaping and lighting, along with geothermal wells. Building construction includes excavation for foundations and utilities, concrete foundations, concrete slab on grade, concrete bearing walls using insulated concrete forming, steel and glue-laminated wood building frame, standing seam metal roofing, thin stone cladding, aluminum panel and fiber cement cladding, aluminum windows and storefront, plumbing, HVAC including a geothermal system, lighting, and electrical including roof mounted PV solar panels. The Owner will suffer financial loss if the Work is not Substantially Complete within the Contract Time as defined in Article 14 of the Agreement, and if final completion is not achieved within the specified time frame following Substantial Completion. As liquidated damages, and not as a penalty, the Contractor and the Contractor’s surety shall be liable for and shall pay the Owner $500 (five hundred dollars) per calendar day for each day beyond the Contract Time that either Substantial or Final Completion is not achieved. This project is subject to federal prevailing wage rates. The successful bidder shall be required to pay no less than the U.S. Department of Labor minimum wage rates established for Cabell County, West Virginia. Bid Documents for the Stipulated Sum contract may be obtained from C & B Blueprint, Inc., 824 6th Street, Huntington WV 25701, for a refundable deposit of $300.00 for each set on or after November 7, 2019. Deposits will be refunded to Bidders who return the Bidding Documents, in good condition, within ten (10) days following the Bid Opening. Partial sets will not be issued. Bid Documents may be viewed at the office of the Architect, the Owner, McGraw-Hill Dodge Reports, Reed Construction Data, Contractor’s Association of West Virginia, Parkersburg-Marietta Contractor’s Association, Ohio Valley Construction Employer’s Council, and the Construction Employer’s Association of North Central West Virginia. Bidders will be required to provide Bid security in the form of a Bid Bond as found in the Project Manual. A Contract Performance Bond and a Contract Materials and Labor Payment Bond each equal to 100 percent of the Contract Price will be required for the successful Contractor. Other bidding requirements are described in the Project Manual. A Pre-Bid Meeting will be held at 2:30 p.m., November 14, 2019, in the Meeting Room at the Barboursville Library, located at 728 Main Street, Barboursville, WV 25504. Attendance is mandatory for General Contractors. All General Contractors MUST attend the pre-bid meeting to familiarize themselves with the Project. Should any Bidder fail to attend, their Bid will be disqualified. All bids must comply with Chapter 21, Article 11 of the West Virginia State Code “West Virginia Contractor Licensing Act.” Submit offer on the Bid Form provided. The Owner intends to issue a letter of intent to award a contract within 7 days of the bid date; however, bidders will be required to submit offer under a condition of irrevocability for a period of 30 days after submission.
