ADVERTISEMENT FOR BIDS TOWN OF NEW HAVEN MASON COUNTY, WEST VIRGINIA COMPACT EXCAVATOR & EQUIPMENT August 2021 Sealed Bids will be received by the Town of New Haven, 218 5th Street, New Haven, West Virginia 25265, at the specified dates and times for the following work: Compact Excavator and Equipment Bid, until 3:00 P.M., L.P.T., September 21, 2021. Following the scheduled closing time for the reception of bids, all proposals that have been submitted in accordance with the conditions of this project will be publicly opened and read aloud. The work to be bid upon is described as follows: Compact Excavator and Equipment Bid Bids shall be received by the Town of New Haven for furnishing and delivering a John Deere 50G, or equal, compact excavator with 400mm rubber track, 5’7″ long arm/long lead, cab with heater and air conditioning, angle blade, and the following attachments: 24″ HD bucket with teeth (5.2 cu. ft.), 36″ ditch clean bucket (8.3 cu. ft.), 36″ HD bucket (8.3 cu. ft.), and hydraulic clamp kit. A tandem axle tilt deck 14,000 lb w/ 8″ I-Beam (13 lb/ft) frame trailer (83″ x 18′). The equipment supplied shall be a new, unused, and current year production model equipped as described in the Specifications. Bidders shall submit a base price less any government discounts available. Interested bidders can obtain bid documents from Chapman Technical Group. Failure of any Bidder to obtain the bidding documents, specifications, and contract documents from the Engineer prior to submittal of bid will result in the bid being returned unopened. The bid submittal packet provides an unbound copy and listing of the items which are to be submitted with the Bid. Each Bid for the Compact Excavator and Equipment shall be submitted on the Bidder’s standard equipment bid proposal format and included in a sealed envelope , and included in a larger sealed envelope containing the Bid Bond; Power of Attorney; Certification of Non-Discrimination; Certification of Non-Segregated Facilities; Certification of Bidder Regarding Equal Employment Opportunity; Certification of Receipt of Addenda; WV Drug Free Conformance Affidavit; Disadvantaged Business Enterprise (DBE) Utilization – DBE Certification; Certification Regarding Debarment, Suspension, and Other Responsibility Matters; and Cross Cutter Assurances Certification, with the following information written on the outside of the envelope: Compact Excavator and Equipment Bid “Name and Address of Bidder”, Town of New Haven, Bid on Compact Excavator and Equipment, to be opened at 3:00 P.M., L.P.T., September 21, 2021. DBE REQUIREMENTS Each Bidder must fully comply with the requirements, terms, and conditions as set forth in the contract documents to achieve Disadvantaged (Minority-Owned/Women-Owned/Small) Business Enterprise (DBE) participation during the performance of this contract. The bidder commits itself to the program for DBE participation and all other requirements, terms, and conditions of the bid conditions by submitting a properly signed bid. The Bidder agrees to make “good faith efforts” to sub-contract a portion of the total value of the contract to DBE businesses. This shall be done in compliance with the six (6) affirmative steps as outlined in 40 CFR 31.36(e). Failure to demonstrate positive efforts to do so may lead to rejection of bids. For the purpose of this program, the term “subcontractor” includes all construction, modification, and service work contracted for by the bidder in the execution of the work under this contract. NONDISCRIMINATION IN EMPLOYMENT Bidders on this work will be required to comply with the President’s Executive Order No. 11246. The requirements for bidders and contractors under this order are explained in the specifications. No Bid may be withdrawn for a period of forty-five (45) days after the time of the opening of the Bids.
