REQUEST FOR QUALIFICATIONS (RFQ) Regional Intergovernmental Council Kanawha-Putnam Road Safety Audits Date of Issue: August 12, 2021 Intent: The B-C-K-P Regional Intergovernmental Council (RIC) is requesting proposals from qualified consultant firms to provide professional consulting services. RIC is the designated metropolitan planning organization (MPO) for Kanawha and Putnam counties in West Virginia. Professional consulting services are being sought to perform Road Safety Audits (RSAs) in Kanawha and Putnam counties. Description of Proposed Work: Representatives of interested firms may obtain information on the proposed scope of work by contacting Kelsey Tucker, Transportation Planning Manager at [email protected]. Work to be performed will include but may not be limited to: 1. Prepare a detailed Scope of Work for the project. 2. Facilitate public involvement and follow RIC’s public involvement process. 3. Adhere to the Federal Highway Administration (FHWA) Road Safety Audit (RSA) Guidelines document. 4. Develop and evaluate feasible transportation improvement scenarios for multi-modal transportation, including cost estimates. 5. Work with the Regional Intergovernmental Council (RIC), the WV Department of Transportation (WVDOT), transit agencies, local stakeholders from Kanawha and Putnam counties, and citizens to develop appropriate and prioritized transportation improvement scenarios. 6. Prepare any mapping or analysis in electronic form for use in ArcGIS. 7. Prepare draft, final, and executive summary study reports in paper and electronic format. Submittal Requirements: Responses from qualified consultant firms must submit (2) hard copies and (1) digital copy of a submittal. The following items shall be included with any submittal: 1. A letter of interest. 2. A statement of the firm’s qualifications, experience, and overall capabilities relevant to the project including proposed staff assignments and availability. 3. A statement regarding the firm’s past performance in timely completion of related projects, compliance with prior scope of work, and adherence to project budgets. 4. Physical location of the office(s) in which the proposed work will be performed. 5. Amount and type of the proposed work to be subcontracted, if any. 6. A description of the firm’s recent projects, relative to the proposed project. 7. Contact information (name, address and phone number) of references for the firm’s recent projects, relative to the proposed project. 8. Any additional information or qualifications having a direct relationship to the proposed project.
