REQUEST FOR ENGINEERING SERVICES The Kanawha County Commission (KCC) is accepting Expression of Interest and Statements of Qualifications from qualified engineering consulting firms detailing the firm’s qualifications, technical expertise, management and staffing capabilities, references, and prior experience as a direct result of the late-February early-March 2021 flooding event and the resulting damages which occurred to two county park facilities; Coonskin & Big Bend Parks. Significant embankment failures occurred at both parks, posing a threat to specific public-access elements and function of the adjacent facilities, with additional impacts to an irrigation pumphouse & its contents at Coonskin. The relocation of the pumphouse and reconfiguration of the golf course at Big Bend may be requested. Professional services sought may include, but are not limited to, preliminary and general engineering services, feasibility studies, environmental services, surveying, permitting, preparation of construction plans and technical specifications, bidding and contracting assistance including evaluation of bids, construction administration services, and construction observation services. Procurement of said services will be in accordance with Chapter 5G-1-3 of the WV Code. Interested firms must submit five (5) copies of the requested information to the Kanawha County Commission Purchasing Office, no later than 11:30 a.m., on Friday, September 10, 2021, in order to receive consideration. Faxed or electronically submitted proposals will not be accepted. Attention is directed to the fact that the proposed project(s) may be undertaken with a variety of federal, state and local funds, and that all work will be performed in accordance with all applicable regulations. It is anticipated that Federal Emergency Management Agency’s (FEMA) Public Assistance Program will provide the Federal portion of funding. As such, interested firms should note any prior successful experience with FEMA funded projects and prior experience with FEMA regulations. Kanawha County shall evaluate the statements of qualifications and performance data and other material submitted by interested firms and select a minimum of three firms which, in their opinion, are best qualified to perform the desired services. Interviews with each firm selected will be conducted, which may include discussions regarding anticipated concepts and proposed methods of approach.
