PUBLIC NOTICE RECEIPT OF VOLUNTARY REMEDIATION APPLICATION PUBLIC NOTICE NO.: VRP #21022 NEWSPAPER: Charleston Gazette-Mail PUBLIC NOTICE DATE: October 15, 2021 Union Carbide Corporation has submitted an application to the West Virginia Department of Environmental Protection (WVDEP) to participate in a voluntary environmental cleanup at Filmont Property, South Charleston, WV under the Voluntary Remediation and Redevelopment Act. The site is located at 3201 Kanawha Turnpike, South Charleston, Kanawha County, West Virginia, and is approximately 21 acres in size. The southern portion of the property has been used as a railyard since the 1960s to present. The northern portion of the property was used as an industrial landfill from the 1950s to the 1980s. Suspected contaminants include organic and inorganic compounds, including heavy metals, resulting from the use of the property as a railyard and a landfill. The property is expected to remain in industrial/commercial use after remediation is complete. The Office of Environmental Remediation (OER) at the WVDEP is currently negotiating a Voluntary Remediation Agreement with the applicant to address environmental conditions associated with the site. The agreement includes provisions for assessing potential environmental contaminants; evaluating human health and ecological risks; establishing remediation standards; and, performing any cleanup necessary to meet the standards. At project conclusion, the applicant will submit a Final Report, documenting that all work is complete. Proposed Cleanup Method and Methods to Control Possible Health Exposure: Combination of institutional and engineering controls, based on the results of the environmental and risk assessments. Institutional controls may include future land use restrictions, and engineering controls may include covers or caps.
