NOTICE OF REQUEST FOR ENGINEERING SERVICES The Jackson County Development Authority wishes to obtain engineering services for the following project: 30,000 Square Foot Manufacturing/Distribution Shell Building PROJECT WILL CONSIST OF: For the design and required engineering to construct a 30,000 square foot shell building with the ability to expand if necessary, in the future. The building will be situated on a 5-acre lot located in the Jackson County Maritime and Industrial Center adjacent to a newly constructed access road. Engineering services required may include any or all the following services: preliminary design, assistance with funding applications, final design, bidding, services during construction, construction inspection, and any general services required to complete the project. Procurement of these services shall be in conformity with the applicable laws and regulations of the State of West Virginia and any applicable federal agencies. Contract is to be awarded on a lump sum basis. All consultants interested in being considered for this project should submit a brief proposal detailing qualifications, technical expertise, management and staffing capabilities and related prior experience. The goal of the competitive procurement process is to objectively select the firm who will provide the highest quality of service at a realistic fee. Accordingly, technical qualifications and related prior experience will be weighted heavily. Selected respondents may be interviewed. Please submit a statement of interest and qualifications to Mark Whitley, Executive Director, Jackson County Development Authority, 167 Seneca Drive, Ripley, WV 25271 by the close of business December 1, 2021. The selected firm will be required to comply with Title VI of the Civil Rights Act of 1964, Executive Order 11246, Conflict of Interest Statement and Access to Records provisions. Alternative Federal and State funding requirements may also apply. The Jackson County Development Authority will afford full opportunity for minority and women-owned business enterprises to submit a show of interest in response to the invitation and will not discriminate against any firm or individual on the grounds of race, creed, color, sex, age, handicap status or national origin in the contract award. The consulting engineering firm agrees to make “positive efforts” when subcontracting any portion of the total contract. This shall be done in compliance with the six (6) affirmative steps as outlined in 40 CFR 33.240.
