REQUEST FOR ENGINEERING SERVICES The Kanawha County Commission (KCC) is accepting Expression of Interest and Statements of Qualifications from qualified engineering consulting firms detailing the firm’s qualifications, technical expertise, management and staffing capabilities, references, and prior experience for the Kanawha County Brownfields Assessment project. Professional services sought may include, but are not limited to: Phase I Environmental Site Assessments (ESA’s) performed in accordance with ASTM Standard E1527-13 and the EPA All Appropriate Inquiry (AAI) Final Rule on the highest priority sites. Phase II ESA’s conducted in accordance with ASTM E1903-19. Asbestos Containing Material (ACM), Lead-Based Paint (LBP) and Mold Inspections as needed on a “site by site” basis. An approved EPA Quality Assurance Project Plan (QAPP), Sampling and Analysis Plan (SAP), and Health and Safety Plan (HSP) must be prepared and approved prior to initiation of Phase II ESA activities. After Phase II ESA’s, ACM Surveys, and/or LBP Surveys have been completed, the selected QEP will lead the development of cleanup plans on sites determined to be highest priority with applicable environmental impacts of concern. These activities will include, as needed, Analysis of Brownfield Cleanup Alternatives (ABCA), ACM / LBP / Mold abatement or management plans, structural analysis, and/or site redevelopment plans. Procurement of said services will be in accordance with Chapter 5G-1-3 of the WV Code. Interested firms must submit five (5) copies of the requested information to the Kanawha County Commission Purchasing Office, no later than 11:00 a.m., on Tuesday, November 9, 2021, in order to receive consideration. Faxed or electronically submitted proposals will not be accepted. Attention is directed to the fact that the proposed project(s) will be undertaken with federal funds, and that all work will be performed in accordance with the applicable regulations. Funds for the project are being provided through the Environmental Protection Agency (EPA) Brownfields Assessment Program. The Kanawha County Commission shall evaluate the statements of qualifications and performance data and other material submitted by interested firms and select a minimum of three firms which, in their opinion, are best qualified to perform the desired services. Interviews with each firm selected will be conducted, which may include discussions regarding anticipated concepts and proposed methods of approach.
