ADVERTISEMENT FOR BIDS The Kanawha County Commission located in Charleston, West Virginia will receive sealed bids to provide all Work including, but not limited to, labor, material, equipment, supplies and transportation for: BID PACKAGE FOR KANAWHA COUNTY JUDICIAL BUILDING HVAC RENOVATIONS PHASE I All Bids must be submitted in accordance with the Specifications and Construction Drawings prepared by ZDS Design/Consulting Services dated October 8, 2021, and any subsequent Addenda. Bids must be received by December 7, 2021, no later than 1:00 PM at the address below. Provide one original and two copies to the address printed below and an additional convenience copy to ZDS, 135 Corporate Center Drive, Suite 532, Scott Depot, WV 25560. Any Prime Bidder who fails to attend the Pre-Bid Conference and the walk-through will cause that Bid to be disqualified. Face masks and social distancing will be required of all attendees. Only full sets of the Bidding Documents will be issued by the Engineer. With payment of the $150.00 document access fee, the interested party will also be listed by the Engineer as a registered bidding document holder. All Bidding Document requests for information, substitution requests and correspondence shall be submitted in writing and directed to the Engineer’s administrative email account: [email protected]. Addenda will be issued by the Engineer to registered bidding document holders only, who will automatically receive all addenda in electronic format (PDF) via file transfer email. Additional reproduced paper copies of the initially issued Bidding Documents and any subsequent addenda are also available from the Engineer upon request by registered bidding document holders only, and upon payment of a non-refundable cost; contact the Engineer for further information. Contractors and suppliers must review complete sets and any who obtain partial sets will have full responsibility for coordinating information with other portions of the bidding documents to assure a full and accurate estimate of the work required. The contract documents are on file in the office of the Engineer (ZDS), the Contractor’s Association of West Virginia’s plan room, Kanawha Valley Buildings Association plan room and the Kanawha County Commission where any interested party may refer to them during regular office hours. Bidding Form of Proposal is included in the Specifications. Bids shall be submitted in accordance with instructions in Specifications. Pursuant to the requirements contained in West Virginia Code, all Bidders shall furnish a valid Bid Bond in the amount of five percent (5%) of the total Base Bid protecting the Kanawha County Commission as Bid Bond oblige. Should the Bidder refuse to enter a Contract with the Owner on the terms stated in the Bidding Documents or fail to furnish Bonds covering the faithful performance of the Contract and all obligations arising thereunder, the full amount of the Bid Security shall be forfeited to the Owner as liquidated damages, not as a penalty. Refer to Supplemental Instructions to Bidders to AIA A701 (2017), for other required forms and information to be submitted to the Owner and Architect/Engineer. All Prime Contractors and Subcontractors shall be licensed in compliance with West Virginia Code Chapter 21, Article 11 (Contractor Licensing Act). All Prime contractors shall include their West Virginia Contractor License Number in their Bid Proposal. The successful Bidder will be required to execute a contract, comply with all rules and regulations of the West Virginia Workers’ Compensation Laws, and provide evidence of insurance coverage to the minimum limits required by the contract documents. All Contractors and Subcontractors shall be subject to Davis-Bacon wages, rules, and regulations. The bidder to whom the contract is awarded shall pay for, execute, and deliver to the Owner, via the Engineer, before signing the contract, a corporate surety Performance and Labor and Material Payment Bond on AIA Document A312, or equivalent, in a sum equal to at least the contract amount. Refer to Supplemental Instructions to Bidders for additional information. The Owner reserves the right to reject any or all bids, and the right to withhold final award of contract for sixty (60) days after opening bids.
