INVITATION FOR BIDS TOWN OF ANSTED FAYETTE COUNTY, WEST VIRGINIA CONTRACT NO. 1: WASTEWATER PUMP STATIONS IMPROVEMENTS PROJECT Sealed bids for the construction of Contract No. 1: Wastewater Pump Stations Improvements Project will be received by the Town of Ansted until 2:00 P.M., L.P.T., December 8, 2021, at the Town of Ansted’s Office located at Town Hall, 30 Rich Creek Road, Ansted, Fayette County, West Virginia 25812 for furnishing labor, materials, and performing all the work set forth in the Form of Proposal. Bids will be opened at 2:00 P.M., L.P.T., December 8, 2021. Immediately following the scheduled closing time for the reception of bids, all proposals which have been submitted in accordance with the conditions of this project will be publicly opened and read aloud. CONTRACT No. 1: The work to be bid upon is described as follows: The Contract shall consist of the relocation of Pump Station No. 1 (including new wet well, valve vault, submersible pumps, controls, piping, fencing, generator and new forcemain), upgrade of Pump Station No. 2 (including installation of new wetwell, submersible pumps, controls, piping, fencing and generator), modifications of 6 other submersible pumping stations (including replacement of pumps, plug and check valves, guide rails, controls, control panels, base elbows and piping (if shown on drawings), installation of a new Community Center pump station (including force main, manhole and connection to existing gravity sewer system) installation of new telemetry system, site sign, site grading and gravel at the pump stations, site restoration, temporary bypass pumping, special fill material, video-taping, mobilization / demobilization, office trailers, purchase and delivery of a trailer-mounted sewer jetter, mini excavator, trailer-mounted diesel driven pump and service truck with tools and all other appurtenances shown on the plans and/or detailed in the specifications that are necessary for a complete and operable The total construction time for this contract is limited to three hundred sixty-five (365) consecutive calendar days from the date specified in the contract documents. Plans, Specifications, and Contract Documents may be examined at the following places: Town of Ansted Town Hall, 30 Rich Creek Road Ansted, WV 25812 Dunn Engineers, Inc. 400 South Ruffner Road Charleston, WV 25314 The Contractor’s Association of WV 2114 Kanawha Boulevard, East Charleston, West Virginia 25311 Plans and Specifications are available at the offices of Dunn Engineers, Inc., 400 South Ruffner Road, Charleston, West Virginia, upon payment of three hundred dollar ($300.00), which is not subject to refund. All Bidders must purchase plans and bid forms from the Engineer in order to bid. Bidders wishing to have plans mailed shall provide their own Federal Express or UPS account number for shipping charges to be billed directly to their own account. The two-envelope system will be used for bidding this project. Envelope No. One (1) will contain the required bidder information as outlined in the Contract Documents. Envelope No. Two (2) will contain the Form of Proposal only and be separate from Envelope No. 1. The two (2) envelopes shall be held together with clips or rubber bands. Form of Proposal: Submitted by: (insert name & address of bidder) WV Contractor’s License No. __.” Envelope No. 1 will be opened first and the Bid Bond, Power of Attorney, Certificate of Compliance and other pertinent and required documents will be checked to make sure that all documents are in order. If the documents are found to be in order, Envelope No. 2 containing the Form of Proposal will then be opened and publicly read aloud. If the documents from Envelope No. 1 are not in order, Envelope No. 2 containing the Form of Proposal will not be opened and the bid will be considered non-responsive and will be returned to the Bidder. The successful low bidder will be provided four (4) complete set of plans and specifications at no additional cost after the contract has been signed. Any additional sets of plans and detail specifications that are requested will be provided at a cost of three hundred dollars ($300.00) per set. Payment by either cash or check must be made upon delivery. A Bidder may not withdraw his bid for a period of ninety (90) days after the date set for the opening of bids. All Bidders are required to have a WV Contractor’s License as per Section 21-11-11 of the WV Code. The prospective bidder’s license number must be included in the Envelope No. 1 as per the Bid Opening Checklist. All subcontractors shall furnish their WV Contractor’s License number to the prime contractor prior to award of the contract. Bids shall be accompanied by a certified check or bid bond payable to the Town of Ansted, Fayette Co., WV, in an amount not less than five percent (5%) of the base bid. Bidders must hold a current West Virginia Contractor’s License on the date of Bid Opening. The Town of Ansted reserves the right to reject any and all bids NONDISCRIMINATION IN EMPLOYMENT Bidders on this work will be required to comply with the President’s Executive Order 11246. The requirements for Bidders and Contractors under this order are explained in the Specifications. SUSPENSION AND DEBARMENT Recipient shall not entertain the use of businesses that are listed on the “System for Award Management (SAM) at www.sam.gov in accordance with 2 CFR Part 1532 and Subpart B and C of 2 CFR Part 180. DBE REQUIREMENTS Each bidder must fully comply with the Disadvantaged Business Enterprises, and Affirmative Action requirements, as identified in the contract documents. The Bidder agrees to make “positive efforts” to subcontract a portion of the total value of the contract to Disadvantaged Business Enterprises. This shall be done in compliance with the six (6) affirmative steps as outlined in 40 CFR 33.240. Failure to demonstrate positive efforts to do so may lead to rejection of bids. For this program, the term “subcontract” includes all construction, modification, and service work contracted for by the bidder in the execution of the work under this contract. AMERICAN IRON AND STEEL REQUIREMENT P.L. 113-76, SECTION 436 P.L. 113-76, Consolidated Appropriations Act, 2014 (ACT), includes an “American Iron and Steel (AIS)” requirement in Section 436 that requires Clean Water State Revolving Loan Fund (CWSRF) and Drinking Water State Revolving Loan Fund (DWSRF) assistance recipients to use iron and steel products that are produced in the United States for projects for the construction, alteration, maintenance, or repair of a public water system or treatment works. NOTICE OF FEDERAL WAGE REQUIREMENTS Contractors are required to comply with all laws pertaining to prevailing Federal wage rates in accordance with the Davis Bacon Act. All prospective bidders must attend a MANDATORY Pre-Bid Conference to be held at the Town of Ansted’s offices located at 30 Rich Creek Road, Ansted, WV 25812, on 10:00 A.M., L.P.T., November 17, 2021, for the purpose of discussing the DBE Program requirements and the construction highlights of the project. Any contract or contracts awarded under this Invitation for Bids are expected to be funded by a loan from the State Revolving Fund (SRF). Neither the State of West Virginia, the United States nor any of its departments, agencies, or employees is or will be a party to this Invitation for Bids or any resultant contract.
