ADVERTISEMENT FOR BIDS To Whom It May Concern: The City of Hurricane is seeking proposals from qualified vendors for the engineering design, detailing, fabrication and delivery of a precast concrete culvert and bridge system in association with the Hurricane Bridge Park Project. Installation is not part of the scope of this proposal and will be performed by the general contractor. Sealed proposals for the precast system must be submitted in a sealed envelope with your company’s name, address and plainly marked Hurricane Precast Bridge Project. Proposals will be received by the City of Hurricane (OWNER), located at 3255 Teays Valley Road, Hurricane, WV., 25526, until 2 pm local prevailing time on Friday, December 10th, 2021, at the Hurricane City Manager’s Office, at which time and place all accepted bids will be publicly opened. After opening, the bids will be compared as to quality, thoroughness, and cost by the Owner and a notice of award will be made public within 2 weeks of the bid opening. A Mandatory pre-bid meeting will not be held for this project, but all interested vendors are encouraged to familiarize themselves with the project location, site conditions, and other relevant information prior to submitting a proposal. The Scope of this Project includes the following general elements: Engineering design, detailing, fabrication and delivery of a precast concrete culvert and bridge system to be constructed in association with the Hurricane Bridge Park Project, owned by the City of Hurricane. To submit a proposal the respondent must obtain a copy of the RFP Performance Specifications from the City of Hurricane. The Performance Specifications contain important information and requirements for providing a proposal and for the solution sought. Bidders will be provided access to a drop box folder and can download bid documents in the form of PDF files at no charge. Request for access to documents must be made by email, and any requests received through mail, telephone fax, fax transmission, or other online communications will not receive a response. All technical questions should be referred to Jacob Burns in writing or via email at [email protected] by 5:00 pm Friday, November 26th, 2021. Direct Phone calls are prohibited. Answers to technical questions and associated addenda will be issued no later than 5:00 pm Friday, December 3rd, 2021. A certified check or a satisfactory Bid Bond furnished by a solvent surety company authorized to do business in the State of West Virginia in an amount equal to ten percent (10%) of the total bid must be submitted with each bid. The successful Bidder will be required to execute a contract and provide a Performance and a Labor and Material Payment Bond for 100% of the contract sum within 10 days of the contract award. All General Contractors shall include their license number in the space provided on the Bid Form and be licensed in the State of WV prior to submitting a bid in accordance Chapter 21, Article 11, of the WV Code. The City of Hurricane reserves the right to accept or reject, in whole or in part, any or all proposals submitted and to waive any technicalities in the best interest of the City of Hurricane. Late proposals will not be opened. The City of Hurricane will not be responsible for un-marked, or improperly marked proposals or proposals delivered to the wrong location. Proposals may be withdrawn at any time prior to the official opening. Alterations made before opening time must be initialed by the Offeror to guarantee authenticity. After the official opening, proposals may not be amended, altered, or withdrawn for a period of 90 days.
