PUBLIC NOTICE REGARDING CHARTER AMENDMENT HEREBY the City of Huntington is proposing changes to the City’s Charter, reflected in the amendments below, and will be holding a public hearing on the date and time herein described, to provide members of the public with an opportunity to object to the City’s proposed charter amendments in accordance with W. Va. 8-4-8. All details regarding the proposed charter amendments, the process for objecting, and the relevant timeline are provided below: Public Hearing: Day: Tuesday, January 18th, 2022 Time: 8:30AM Location: City Hall Council Chambers Proposed Amendments: 1. Change all references to “Director of Administration and Finance” to “City Manager” 2. Mayor “or designee” to attend Council meetings 3. All meeting notices shall comply with Open Meetings statute 4. Codification requirement change from every eight years in print to every quarter year online 5. Change language concerning City Engineer as an employee to retaining an engineer in private practice as a consultant 6. Add “sexual preference and gender identity” and replace “handicap” with disability in non-discrimination provision 7. Change competitive bidding for purchases under $10,000 so that competitive pricing applies 8. Changing the prohibition regarding involvement in political campaigns to comply with the current federal Hatch Act. Public employees can now run for partisan office, but they cannot participate while working or use uniforms, etc., in campaigning or supporting another candidate 9. Changing “data processing” to “information and technology” Process: Any qualified voter or any freeholder of the city may attend the public hearing held on the date and time herein described, and may file objections, in writing, in accordance with W. VA. 8-4-8, until ten (10) days after the public hearing, which is January 28, 2022. If no written objections are filed during this period, or if written objections are filed and withdrawn within the ten (10) day period, the amendments will thereafter become operative, and by ordinance, Council will adopt the amendments as amendments to the Charter on February 14, 2022. If, on the date and at the time and place set for the hearing, objections to the amendment or amendments are filed and are not withdrawn then or within ten days thereafter, Council may abandon the proposed amendment or amendments to which objections have been filed, or it may submit the proposed amendment or amendments, either as a unit or separately, at the next regular municipal election, or at a special municipal election if determined necessary by Council.
