ADVERTISEMENT FOR BIDS DUNBAR SANITARY BOARD KANAWHA COUNTY, WEST VIRGINIA WASTEWATER SYSTEM IMPROVEMENTS General Notice The Dunbar Sanitary Board (Owner) is requesting Bids for the construction of the following Project: Contract No. 1 – Wastewater Treatment Plant Bids for the construction of the Project will be received at the Dunbar City Hall located at 208 12th Street, Dunbar, WV 25064, February 16, 2022 at 1:30 pm local time. At that time, the Bids received will be publicly opened and read. The Project includes the following Work: Contract No. 1 – Wastewater Treatment Plant Improvements The Work consists of improvements to the existing influent pump station including demolition of components in the existing wet well and the installation of new package pump skid assembly (owner furnished) in a new dry pit structure; replacement of the existing chlorine/sulfur dioxide gas feed system additive alternate No. 1); installation of a new chlorine/sulfur dioxide gas cylinder storage building; painting of the chlorine contact tank, dechlorination tank and secondary clarifier effluent troughs (additive alternate No. 2); modifications of the existing Moore Avenue Pump Station; replacement of the Moran Avenue Pump Station; site work; site piping; demolition work; electrical work; pavement restoration; and all other associated work. No bid may be withdrawn for a period of ninety (90) days after the time of the opening of bids. Obtaining the Bidding Documents The Bidding Documents may be examined at the following locations: Ghosh Engineers, Inc. 4710 Chimney Drive, Suite A Charleston, WV 25302 Dunbar Sanitary Board 208 12th Street Dunbar, WV 25064 Contractor’s Association of WV 2114 Kanawha Blvd., East Charleston, WV 25311 Prospective Bidders may obtain the Bidding Documents at the Issuing Office (the office of Ghosh Engineers, Inc.) on Monday through Friday between the hours of 8:00 am to 4:00 pm. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a NON-REFUNDABLE payment of $150.00. Pre-bid Conference A pre-bid conference for the Project will be held on February 2, 2022 at 1:30 pm at the Dunbar City Hall, 208 12th Street, Dunbar, WV 25064. Bid Security A certified check made out to the Dunbar Sanitary Board, or a Bid Bond executed by the Bidder and Bidder’s surety company approved by the Dunbar Sanitary Board, in the amount equal to five percent (5%) of the bid, shall be submitted with each bid. No bid shall be waived or returned because the bidder failed to or cannot comply with any requirements as set forth in the Plans, Specifications, or any applicable statues of the United States, the State of West Virginia, and/or local ordinance. Bidding Method The Bid package must be submitted in two (2) envelopes. The envelopes must contain the following: Envelope No. 1 a. Bid Bond b. Acknowledgement of Receipt of Addenda to Plans, Specifications and Contract Documents c. West Virginia Contractor’s License (Copy) d. Drug-Free Workplace Conformance Affidavit Envelope No. 2 e. Bid Form Contractor’s License All bidders are required to have a West Virginia Contractor’s License per Section 21-11-11 of the West Virginia Code. Drug Free Workplace West Virginia Code 21-1D-5 provides that any solicitation for a public improvement construction contract requires that each vendor that submits a bid for the work to submit at the same time an affidavit of compliance with the bid. The enclosed Drug Free Workplace affidavit must be signed and submitted in the first envelope as evidence of the vendor’s compliance with the provisions of Article 1D, Chapter 21 of the West Virginia Code. Failure to submit the signed Drug Free Workplace affidavit in the first envelope shall result in disqualification of such bid. Time of Completion The Time of Completion for Contract No. 1 shall be 270 consecutive calendar days beginning with the Award of Contract and written Notice to Proceed. Liquidated damages shall be $1,000.00 per day. Instructions to Bidders For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders. The Dunbar Sanitary Board reserves the right to reject any and all bids. B&O Tax are applicable for this project at a rate of 2% or $2.00/$100.00. The successful bidders shall obtain a Contractor License from the City of Dunbar to perform work within the City. The license must be obtained before starting work on this project and the cost of the license is $25.00.
