ADVERTISEMENT FOR BIDS Woodrow Wilson High School Lab Renovations Raleigh County Schools Beckley, WV NOTICE IS HEREBY GIVEN THAT Raleigh County Schools will accept sealed bids for the Woodrow Wilson High School Lab Renovations located at 400 Stanaford Road, Beckley, WV. Sealed bids will be received by Raleigh County Schools, Auxiliary Services, 2001 S. Kanawha Street, Beckley, WV 25801 until 3:00 P.M., on Tuesday, February 8th, 2022. Bids received after that time will be returned to the bidder unopened. All sealed bids will be publicly opened and read aloud at 9:00 a.m. on Wednesday, February 9th, 2022 at the Raleigh County Schools Auxiliary Services Office, 2001 S. Kanawha Street, Beckley, WV 25801. Interested parties are invited to attend. The Work includes the renovation of several existing classrooms and science laboratory classrooms covering approximately 16,000 sf, located in two separate wings in the school. The project consists of the non-structural interior renovation located on the second floor of C and D Wings. The work includes, but is not limited to, selective demolition; new mechanical piping including plumbing water, sanitary drain lines, gas piping, and electrical power re-distribution; new lighting and lighting controls; and relocation of existing fire alarm devices to accommodate design. New construction is non-combustible metal stud framing with type “X” abuse resistant gypsum board and masonry. Work will also include new classroom hollow metal entry door systems, interior window systems and specialty fixed science casework. Commercial kitchen equipment, appliances, and residential grade appliances, along with art lab specialty equipment will also be included in the project. Finish work will include new ceiling tiles, painted walls and frames, and tile floor patching and repair. Detailed schedule development and coordination of demolition work, piping and other utility work and general construction in the lab classrooms will be required. The scope of the work will be broken into two separate bids. The bidder may choose to bid either portion of the work or both. Bid A will be for the general construction and includes all work, other than the specialty casework, including demolition, general construction, mechanical, electrical, and plumbing work and all scheduling and coordination of the work. Bid B will include the specialty lab casework and chemistry lab tables as shown in the documents and installation thereof. All work to be accomplished in accordance with the drawings and specifications prepared by E.T. Boggess Architect, Inc. All bids must be enclosed in sealed envelope bearing the name “Woodrow Wilson High School Lab Renovations.” Faxed bids will not be accepted. Bids may be mailed or delivered to Phillip T. Jarrell, Director of Purchasing, Raleigh County Schools, Auxiliary Services, 2001 S. Kanawha Street, Beckley, WV 25801 if received prior to bid date. A mandatory, pre-bid meeting will be held at Raleigh County Schools, Woodrow Wilson High School, 400 Stanaford Rd, Beckley WV 25801, Front Entrance of School, on Tuesday, January 25th, 2022, at 3:00 p.m. All general contractors bidding the project are required to attend the meeting to familiarize themselves with the project location, site conditions and other relevant information. Bidders on this work will be required to comply with the President’s Executive Order No. 11246 which prohibits discrimination in employment with regards to races, creed, color, sex, or national origin. Bidders must comply with the requirements for Affirmative Action and Minority Business Enterprises participation as described in the Federal Specifications insert to the Contract Documents. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Copeland Act, the Contract Work Hours and Safety Act, the Americans with Disabilities Act, and the West Virginia Code 21-1D-5 requiring a Drug Free Workplace. Any and all construction must be in conformance with all applicable state and federal regulations. Funding for the project has been made available through the Elementary and Secondary School Emergency Relief Fund (ESSER Fund). ESSER is governed by the General Education Provisions Act which required all contractors meet all Davis-Bacon prevailing wage requirements and must pay wages that are not less than those established for the locality of the project (prevailing wage rates). All bids must be accompanied by a Bid Bond, executed by the Bidder and an acceptable Surety, in an amount equal to 5% of the bid. The successful bidder will be required to furnish and pay for a 100% Performance and Material Payment Bond in the amount of the bid and prior to entering contract. No Bid shall be waived or returned because the Bidder failed to or cannot comply with any requirements as set forth in the Plans, Specifications, or any applicable statutes of the United States, the State of West Virginia and/or local ordinances. The cost for printed bid documents is $250 and is nonrefundable. The cost for a CD or link to electronic documents is $50 and is also nonrefundable. Raleigh County Schools reserves the right to reject any or all bids and to waive any informalities therein. No bid may be withdrawn for a period of sixty (60) days after the time of opening of the bids. Pursuant to Chapter 21-Article 11 of the “West Virginia Contractor Licensing Act” of 1991, all Contractors doing business in West Virginia must be licensed to perform work in the State, the Contractors WV License number must be affixed to all submitted construction bids and fully executed and binding construction contracts and agreements. The Raleigh County Board of Education or designee reserves the right to reject any and all bids, and to make such selection by item or total bid amount as deemed to be in the best interest of Raleigh County Schools.
