PUBLIC NOTICE Notice is hereby given that the Regional Intergovernmental Council (RIC) is amending the Transportation Improvement Program (TIP) the Kanawha-Putnam 2045 Regional Transportation Plan (LRTP), and adopting a new TIP for the Charleston, WV Metropolitan Planning Area in accordance with the Fixing Americas Surface Transportation (FAST) Act, and in cooperation with the WV Department of Transportation (WVDOT) and the Kanawha Valley Regional Transportation Authority (KVRTA). The new TIP and the current TIP’s proposed highway project amendments are regionally significant and require approval by the RIC Policy Board. The proposed amendments to the current TIP, for all of Kanawha and Putnam counties, include priority projects and programs for which implementation is anticipated in fiscal years 2019 through 2021. The proposed TIP to be newly adopted is for fiscal years 2020-2023. The TIP describes all highway and transit (both capital and operating) projects for which federal funding is anticipated and provides a financial plan for implementation. The TIP also includes estimates of available Federal Transit Administration (FTA) funds for vehicles to serve the elderly and handicapped. The LRTP for the Charleston, WV Metropolitan Statistical Area (all of Kanawha and Putnam counties) includes priority projects and programs for which implementation is anticipated in the next twenty years. The LRTP must also meet all air quality conformity requirements stipulated within the Clean Air Act and the WV State Implementation Plan. Any interested or affected citizens, public agencies, representatives of transportation agencies, private providers of transportation, freight shippers, public transit users, or other parties who desire to view the new TIP or the TIP amendments and wish to provide comment should submit their remarks before December 11th, 2019 4:00 p.m. to the following address.
