NOTICE Request for Proposals The City of Bluefield is accepting proposals from qualified persons to provide concessions at its East River Mountain Overlook Park, located on Rt. 598, in Bluefield West Virginia. The concessionaire will be given space to set up the operation at the park at no monetary charge, but will be responsible for opening and closing the restrooms, and cleaning bathroom facilities and picnic shelter adjacent to the cabin. The City will provide cleaning supplies, water and elech?icity. The concessionaire will be responsible for any and all permits requu’ed for the operation of the stand with the Deparhnent of Health and / or any other governmental agency. The concessionaire shall be responsible for the safety and quality of all food and drink items, as well as any other items, which are sold and shall save, defend, and hold harmless the City for any clahn relating thereto. During the time of operation, Consessionaire shall maintain liability insurance in the minimum amount of Five-Hundred Thousand Dollars ($500, 000.00) and shall save, defend, and hold harmless the City from any liability for any accident and / or incident relating to concessionaire, stand / mobile kitchen, their agents, representatives, employees, and guests. Concessionaire will provide the City a copy of this certification of insurance. The risk of loss to the East River Overlook Park 01′ City sh’uctures in the park is that of the City. The person(s) selected, based on the written proposal and interview process as the best-qualified vendor for the services herein described, will be requested to enter into conh’act negotiations with the City. A concession contract shall be awarded to the responsible vendor submitting a proposal that provides the best service to the public for the 2015 Fall Foliage Season. The term of the contract shall be negotiated. The scope of work for this RFP shall include, but is not lilnited to, the furnishing of food and beverage products, supplies, equipment, services, products offered and cost to the pah’ons as stated in these specifications. Only complete proposals will be reviewed. The vendor(s) selection shall be based on the following: 1. Mobile Kitchen 2. Services Provided by Vendor 3. Experience in Managing Comparable Sized Operations 4. Product and Proposed Prices 5. Equipment 6. Financial Responsibility / Soundness 7. References 8. Additional Information 9.
