ADVERTISEMENT FOR BIDS

Sealed bids for the Bowser Street Landslide Repair, Monongalia County, West Virginia project will be received by the Town of Granville, 319 Main Street, PO Box 119, Granville, West Virginia 26534, until 1:00 PM, L.P.T, on October 13, 2015, for furnishing labor and materials and performing all work set forth in the Advertisement for Bids, Information for Bidders, Bid and Bid Schedule (Form of Proposal and Unit Price Bid Form), Agreement, General Conditions, Supplementary Conditions, Specification Special Conditions, and Plans (Drawings) prepared by Potesta & Associates, Inc. (POTESTA). Immediately following the scheduled closing time for the reception of bids, all proposals which have been submitted in accordance with the conditions of this project will be publicly opened and read aloud.

The Work to be bid upon is generally described as follows:

• Site Preparation, including clearing and grubbing, earthwork, and grading.

• Construction and installation of support areas, construction of the entrance to the site, including
preparation of subgrade and placement of proposed road surfacing.

• Regrading of the landslide area, installation of a rock toe key and bond benches, disposal and hauling
of unsuitable backfill materials, and hauling and compaction of suitable fill for repair.

• Installation of the permanent stormwater conveyance channels, rock toe key underdrain, and level
spreader.

• Installation of a guard rail for protection of traffic.

• Providing sediment control.

• Revegetation of disturbed areas.

Information for Bidders and Form of Proposal will be furnished upon request.

The two envelope system will be used for bidding this project. Envelope No. 1 will contain the required bidder information as outlined in the Contract Documents and the Information for Bidders. Envelope No. 2 will contain the Form of Proposal only and be separate from Envelope No. 1. The two envelopes shall be held together with clips or rubber bands. Both sealed envelopes containing the Bidder Information and Form of Proposal must have the following information clearly printed or typed on the front lower left hand corner of each envelope.

ENVELOPE NO. 1:

ENVELOPE NO. 2:

Form of Proposal: Submitted by: (insert name and address of bidder).”

Envelope No. 1 will be opened first and the Bid Bond, Power of Attorney, Certificate of Compliance and other pertinent and required documents will be checked to make sure that all documents are in order. If the documents are found to be in order, Envelope No. 2 containing the Form of Proposal will then be opened and publicly read aloud. If the documents from Envelope No. 1 are not in order, Envelope No. 2 containing the Form of Proposal will not be opened and the bid will be considered non-responsive and will be returned to the Bidder.

The successful low bidder will be provided two (2) complete sets of plans at no additional cost after the contract has been signed. Any additional plans or specifications that are requested will be provided at a cost of twenty-five dollars ($25.00) for each set of plans. Payment by either cash or check must be made upon delivery.

A Pre-Bid Conference will be held at the Town of Granville Town Hall in Granville, West Virginia, on October 5, 2015 at 1:00 PM.

Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders.

The Town of Granville reserves the right to reject any and/or all bids.

Bidders must comply with all applicable laws and regulations for construction projects receiving taxpayer funding including, but not limited to, the Civil Rights Act of 1964, the Contract Work Hours and Safety Standards Act, the WV Jobs Act, and those associated with the West Virginia Prevailing Wage Rates.

Bidders must comply with the President’ s Executive Order Nos. 11246 and 11375, which prohibit discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, Section 3 Segregated Facilities, Section 109 and the Contract Work Hours Standard Act.

Bidders must certify that they do not and will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin. Federal law prohibits discrimination on the ground of race, color, national origin, religion, age, handicap and sex in this project. Minority firms are particularly encouraged to participate.

Bidders are required to have a West Virginia Contractor’ s license per Section 21-11-11 of the West Virginia code.
