The City of Clarksburg will receive bids for the Waldomore Electrical Upgrades project, located at 400 West Pike Street, Clarksburg, WV 26301, until 1:30 p.m. local prevailing time on January 28, 2016 at the City Manager’s Conference Room, 222 W. Main Street, Clarksburg, WV 26301 at which time all bids will be opened and read aloud.

This project is being funded in part by the Federal grant program of the National Endowment Foundation on the Arts and Humanities Act of 1965. This program is being presented with financial assistance from the West Virginia Division of Culture and History and the National Endowment for the Arts, with approval from the WV Commission on the Arts. All contractors must demonstrate experience with similar types of historical building projects.

No partial sets or individual drawings can be purchased.

Any questions regarding the bid shall be submitted in writing to Stacey Bowers, MSES Architects at by Noon on January 19, 2016. Bid security shall be submitted with each bid in the amount of five percent (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the bid amount. No bids may be withdrawn for a period of 30 days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities.

Bids will be received for the following Work:

The complete removal and replacement of the electrical power system at the Historic Waldomore, a new electric service, new distribution equipment, new devices, and new wiring throughout the facility along with refurbishing and reinstallation of period appropriate light fixtures and replacement of the remaining light fixtures. Project also includes the removal and replacement of the existing fire alarm system. Other interior work includes selective plaster demolition to conceal new electrical wiring, plaster repair and replacement, and interior painting.

A mandatory Pre-Bid Meeting for all Bidders will be held on January 12, 2016 at 1:30 p.m., local time, in the first floor meeting room at the Historic Waldomore, 400 West Pike Street, Clarksburg, WV 26301. Any contractor wishing to submit a bid must attend the Prebid meeting for their bid to be considered.

Contractor shall begin the Work as stated in the Notice to Proceed and shall complete the Base Bid Work and reach Substantial Completion on or before 229 Calendar days.

Work is subject to liquidated damages in the amount of $500.00 per day for each day beyond the 229 days as stated in Project Documents.

Pursuant to Chapter 21-Article 11 of the "West Virginia Contractor Licensing Act" of 1991, all Contractors doing business in West Virginia must be licensed to perform work in the State; the Contractor’s W.V. License Number must be affixed to all submitted construction Bids and fully executed and binding construction Contracts or Agreements.

All general and subcontractors doing business in Clarksburg must be licensed through the City of Clarksburg, Pursuant to Article 768 – City’s Codified Ordinances.

Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, a separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder.
