CASE NO. 15-1523-PSD-19A ARBUCKLE PUBLIC SERVICE DISTRICT a public utility, Minden, Fayette County Rule 19A application to increase sewer rates and charges NOTICE On September 16, 2015, Arbuckle Public Service District (Arbuckle) filed an application to increase its sewer rates and charges. On October 30, 2015, the Commission granted the request for emergency interim rates effective on and after October 30, 2015, subject to refund. On January 15, 2016, Staff filed its Final Joint Staff Memorandum recommending a two-step rate increase. Staff recommended Step 1 rates will generate additional revenues of $96,125 annualy, or a 21.5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c} increase over Arbuckle’s rates prior to this case. The Step-2 Rates will generate an increase in revenue of $61,032 annually over Arbuckle’s rates prior to the instant rate filing, or 13.7{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}. Specifically, the rates and charges will be as follows: STAFF RECOMMENDED TARIFF-STEP 1 RATES Effective for 24 months after Interim Rates became effective SCHEDULE I APPLICABILITY Applicable within the entire territory served AVAILABILITY Available for general domestic, commercial and industrial and wholesale sewer service RATES (Customers with metered water supply) First 1,000 gallons used per month $12.70 per 1,000 gallons All Over 1,000 gallons used per month $12.63 per 1,000 gallons MINIMUM CHARGES No bill will be rendered for less than $37.96 per month FLAT RATE CHARGE (Customers with nonmetered water supply) $37.96 per month MUNICIPAL CHARGES $4.56 per 1,000 gallons DELAYED PAYMENT PENALTY The above schedule is net. On all accounts not paid in full when due, ten percent (10{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) will be added to the net current amount unpaid. This delayed payment penalty is not interest and is to be collected only once for each bill where it is appropriate. TAP FEE The following charge is to be made whenever the utility installs a new tap to serve an applicant. A tap fee of $350.00 will be charged to all customers applying for service outside of a certificate proceeding before the Commission for each new tap to the system. DISCONNECT/RECONNECT/ADMINISTRATIVE FEES Whenever water service has been disconnected for non-payment of sewer bills in conjunction with a water service termination agreement with the West Virginia-American Water Company, a disconnection fee of $20.00 shall be charged, or in the event the delinquent sewer bill is collected by the water company, an administrative fee of $20.00 shall be charged. Whenever water service, which has been previously disconnected or otherwise withheld for non-payment of a sewer bill in conjunction with a water service termination agreement with the West Virginia-American Water Company, is reconnected, a reconnection fee of $20.00 shall be charged. SECURITY DEPOSIT Not to exceed two-twelfths (2/12) of the average annual usage of the applicant’s specific customer class, or fifty dollars ($50.00), whichever is greater. This fee may be changed by applicable statutory provisions. RETURNED CHECK CHARGE A service charge equal to the actual bank fee assessed to the sewer utility, up to a maximum of $25.00 will be imposed upon any customer whose check for payment of charges is returned by the bank due to insufficient funds. LEAK ADJUSTMENT $1.18 per 1,000 gallons of water is to be used when the bill reflects unusual water consumption which can be attributed to eligible water leakage on the customer’s side of the meter. This rate shall be applied to all such consumption above the customer’s historical average usage. SCHEDULE II APPLICABILITY Applicable within the entire territory served AVAILABILITY Available for wastewater and leachate haulers RATES Each hauler shall pay a commodity charge of $0.04852 per gallon DELAYED PAYMENT PENALTY The above schedule is net. Any person affected by the Staff-Recommended rates has the right to protest or to be heard as to why the Staff-Recommended rates should not be allowed, either wholly or in part. Anyone desiring to protest the Staff-Recommended rates and charges must do so, in writing, within ten (10) days after the publication of this notice. All protests should be addressed to the Executive Secretary, Public Service Commission of West Virginia, P.O. Box 812, Charleston, West Virginia 25323. To help the Commission determine the justification for additional review and investigation, protests must be specific as to the reasons that the changed rates and charges should not be approved. In addition, anyone desiring a hearing in this matter must demand a hearing in the letter of protest.
