SECOND NOTICE
NOTICE FOR PUBLIC REVIEW OF PROPOSED FLOODPLAIN DEVELOPMENT

To all Interested Agencies, Groups, and Persons: 3/2/2015

This Notice is being published in accordance with Executive Order 11988, Floodplain Management, which requires that an opportunity for public review, and an explanation of the decision-making process, be provided when a federally-funded action is proposed to be located in a floodplain.

The Town of Rowlesburg proposes to locate the following project in a floodplain:

PROJECT, TITLE OR NAME: Town of Rowlesburg Water Line Extension Project
IJDC #2013W-1407 SCBG #14SCBG0008

PURPOSE OF PROJECT: The proposed project would extend water lines to approximately 100 new customers in the Etam and Macomber areas of Preston County.

LOCATION: The proposed water line extension will extend service approximately
7 miles to Etam and 1.5 miles to Macomber from the Intersection of Route
72 and Route 50.

The Town of Rowlesburg will identify and evaluate practicable alternatives to locating the above project in the base floodplain. If it is determined that the only practicable alternative is locating in the base floodplain then the impacts of the project will be identified. All efforts will be made to minimize harm to life and property and preserve and restore the natural and beneficial values of the floodplain.

The facts and reasons for locating the above project in the floodplain are as follows:
1. The Etam and Macomber areas located off Route 72 and Route 50 in Preston County has
56.3{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c} of low-to moderate income persons who will benefit directly from this project.

All significant facts considered in making the determination including alternative sites, designs and actions are as follows: (1) No potential alternative exists to providing water to the service area (2) Failure to complete the project will result in residents not receiving an approved water system

The project does conform to applicable state floodplain protection standards.

Additional information respecting the project is on file at Region VI Planning & Development Council and is available for public examination and copying, upon request, at 34 Mountain Park Drive, White Hall, WV 26554,
between the hours of 10:00 A.M. and 4:00 P.M.

All interested agencies, groups, and persons desiring to comment on the above-named project are invited to submit written comments for consideration by the Town of Rowlesburg. Such written comments should be received at the above-mentioned address within fifteen (15) days after the receipt or publication of this notice. No action will be taken on the above-named project until after that period of time.
